Boudrot (Vacation) Minutes of July 2, 19$6 and September 3, 1986 were reviewed. J.Lindon motion, to accept the minutes of July 2nd, and September 3rd. L. Bruinooge second, motion carries. _ABC Bus Comps Charlie Carroll attended meeting. The NACC discussed the wetland replacement area which is in progress. The applicant will consult with a botanist for advice on tine re-vegetation of these replacement areas. Lot. 4 Gray. Street A site plan review was discussed. New grading of the lot is proposed around the house. A site visit is necessary in order to determine if the proposed grading is a significant change to the Order of Conditions. Lot 71, - Bear Hill Compliance Request - A site visit was made by T. Peter. The lot is unstabilized behind the pool area and therefore, a Compliance was not recommended. Lot 5A - Salem Street The location of the house was discussed. There is a possibility that the house location and grading are not built as shown on plan. T. Peter to send letter to Mr. Habib requesting; 1. owner to send an as-built plan of house location and grading location. 2. To stabilize the lot as soon as possible. Lot 3 - .Carltsan..._ Farms. Request B. Osgood to attend next meeting to discuss wetland restoration plans. He may invite builder of Lot 3 , WiAthrolp:." etenu the appeal site visit with Brook Monroe of DEQE. C. Lowery was unable to attend the site visit but did call B. Meadow's Property A site visit was made with the NACC and Steven Stapinski of Merrimack Engineering on September 13, 1986. W. Vicens will draft a letter for approval at our next meeting. Lots 1, 2 and 3 Candlestick Road - Continued Hearing on Determination David Minicucci represented the applicant. A more detailed plan showing proposed grading was reviewed. Grading will take place less than ten feet from the wetland line. L. Bruinooge motion to issue a positive determination on Lots 1, 2 and 3 Candlestick Road. C. Schoene second, motion carries. Lots 15 and 16 - Salem Street - DEQE #242-299 Our request for proof of a special permit to construct a common driveway was not provided. J. Lindon motion to issue an Enforcement Order to stop all work until the Conservation Commission determines that Conditions #3 and #13 have been complied with. A. Resca second, motion carries. Coventry Il - Consultant J. Lindon motion to authorize T. Peter to spend up to $2,000.00 (an additional $800 from the previous allotment) in order for IEP to perform a review of the additional technical information. C. Schoene second, motion carries. Lot 47A - Salem Street - Order of Conditions The revised plan is significantly different from the previous plan which was presented at the Public Hearing. Draft/Order of Conditions is a denial. C. Schoene motion to accept the Order of Conditions as revised for File #242-364. L. Bruinooge second, motion carries. Lots 24-28 - Forest Street - File #242-349 Kurt Young, from the Preservation Service and Phil Christiansen of Christiansen Engineering represented the applicant. A drainage plan was presented as required by Condition #14. L. Bruinooge motion to accept the plan entitled "As-Built of Drainage System located on Salem Street" by Christiansen Engineering, dated September 17, 1986, as required by Condition #14. C. Schoene second, motion carries. J. Lindon was absent during the motion. An "As-Built" wetland replacement plan was presented and discussed. A bond release was requested by the applicant. The matter was taken under advisement. The plan will be reviewed by J. Lindon. Affiliate Members The NACC will discuss the subject of appointing affiliate members at the Selectmen's Meeting of September 22, 1986.
