Resca B. Mansour L. Bruinooge C. Schoene (arrived 9 P.M.) W. Vicens C. Lowery (absent) J. Lindon T. Peter, Cons. Admin. M. Boudrot, Sec. Lawrence Airport Wilfred DiRusso represented North Andover Hangers and Mr. Davis attended meeting. T. Peter noted that the grading work had gone beyond their limit and may have encroached on the wetland area. The NACC will make a site visit. 315 Green Street Owner, Mrs. Tomasina attended meeting, in regard to some grading work along the bank of a stream. She does not neet to file as the area will be stabilized as soon as possible. However we suggested she break up a bale of hay for mulching over the exposed ground and water so the seeded area will become stable. Lot 17 Bridal.. Path T. Peter noted unauthorized landscaping taking place within a wetland area. Mr. Arsenault the owner, attended meeting. NACC plans to have a site visit. Suggested to owner to file with us in the spring of next year, so they can continue with their landscaping in the spring. Campion Hall - Sedimentation Basin R. Mansour made a site visit and found the area involved to be O.K. North Andover Business Park Jim Bourgeois attended meeting, representing Channel Builders. Plans were presented and explained. North Andover Business Park requested an extension. J. Lindon motioned to issue a two week extension. A. Resca second, motion carried. Channel Builders will submit additional information and the NACC will reconsider the extension request at the Oct. 22nd meeting. Lot 2 - North Andover Business Park W. Vicens motioned to approve the plans presented for Lot 2 provided the applicant follow the original Order of Conditions. J. Lindon second, motion carried. Page -2- Meeting of October 81 1986 Lot 7B - Mill Road - Request for Compliance Joe Cushing attended the meeting and withdrew the request for Compliance. Lots 32 - 39 Carlton Lane W. Vicens wrote a letter dated October 9th to B. Osgood requesting an update on this subdivision. Lot 1B Turnpike Street - Public Hearing John B. Todd the owner, wishes to build a commercial building. Plans were presented by his engineer, John Callahan and discussed. J. Lindon motioned to close public hearing for the purpose of issuing an Order of Conditions within 21 days. Lois Bruinooge second, motion carried. Lots 1, 2 and 3 Candlestick Road - Public Hearin David Minicucci represented the owner, Althea Litha. The plans were presented and discussed. J. Lindon motioned to close the public hearing on Lots 1, 2 and 3 Candlestick Road for the purpose of issuing an Order of Conditions within 21 days. B. Mansour second, motion carried. Lot B - Boston Street - Public Hearing John J. Willis, the owner and his engineer Al Shaboo attended meeting. Plans were presented and discussed. Sam Solomon, an abuttor on the North and East side of Lot B attended meeting who presented pictures showing water on the property after a rain storm. Dr. John C. Mallettla biologist, presented a method of wetland delineation. A site visit will be made by the Commission. J. Lindon motioned we close the public hearing for the purpose of issuing an Order of Conditions within 21 days after the receipt of a letter from the applicant signifying that the area has been staked out for a site visit. A. Resca second, motion carries. Continuation of the Public Hearing - Coventry Estates 11 -{A,B,& C} Scott Moorehead of Beta International represented the applicant presented and discussed his plans. The flood conditions of this area were discussed. Tim Rock, an abuttor from Fuller Road was present as was Lou Augusta also of Fuller Rd. and they claim they are in a high water location. J. Lindon motioned to close the public hearing with the decision to issue an Order of Conditions within 21 days. B. Mansour second, motion carried. There will be a meeting with the Planning Board next Wednesday at our meeting to discuss this filing. Lots 1,2 and 3 Chestnut Street - Certificate of Compliance A. Resca motioned we issue Certificates of Compliance on Lots 1,2 and 3 Chestnut Street File #242-240 and #242-253. B. Mansour second, motion carried. T. Peter also recomended a Compliance for these Lots. Lot 8 Mill Road - Order of Conditions J. Lindon motioned to accept the Order of Condtions as amended. L. Bruinooge second, motion carried.
