ABC Bus Company - Salem Turnpike - Enforcement Order address Charlie Carroll attended meeting due tOAan. Enforcement Order. A discussion took place on the excess fill in two locations on site. Check dams to be placed on left side of driveway, seed and mulch. Also, finish grading and place haybales on the right side then seed and mulch. Also, regrade to 2 to 1 slope (by the busses),, No motion was made. Davis & Furber Marty Spagat of Brickstone Properties and Ted Levy attended meeting. T. Peter to check all erosion controls. A Request for Determination will be filed. Erosion contact control is to be in place for any work within 100 feet of a wetland. Applicant shall "IN T. Peter prior to working within 100 feet ofa wetland resource area. No motion was made. French Farm. Ellen Chagnon's recommendation will be implemented. Copy of letter will be sent to Philbin and to Jayco. Recommend we receive a schedule from J. Phil.hin,, carbon copy to abuttors for any problems. Also to B. Osgood. Bruinooge second, motion carried. Lot 5A Salem Street - Enforcement Order C. Schoene checking into this matter of filling into a wetland in the. back.... . Yellow Maise - Enforcement Order The owner John Tuttle attended meeting. After much discussion it was suggested that Mr. Tuttle submit calculations for next meeting of Oct. 29, 1986. Page 2 - Minutes of Mtg. of Oct. 22, 1986 Lot 1 - Liberty Street - Site Plan Review B. Mansour motioned that the change on this plan for Liberty Street is insignificant. A. Resca second, motion carried. Lots 1,2 and 3 Candlestick - (#242-374) Order of Conditions J. Lindon motioned that we accept the Order of Conditions on Lots 1,2 and 3 Candlestick as amended. B. Mansour seconded; motion carried. Lot B - Boston Street - Order of Conditions The Order of Conditions to include: land subject to flooding - 100 year flood plain- not delineated. Evidence - Include bordering vegetated wetland. This Order of Conditions was a denial. Owner John J. Willis. J. Lindon motioned to deny this Order of Conditions as information presented was not complete. B.Mansour seconded,motion carried. Lots 15 & 16 Salem Street LLin on m bones t at Wetlan replacement o be completed in 1z weeks. Enforcement Order to be lifted contingent upon the receipt of the Special Permit application. Enforcement Order will be back in force if replacement area is not completed by Friday OCt. 31st. B. Mansour second, motion carried. Lot 14 - Bridal Path - D.E.Q.E.#242-17 C. Lowery motioned to issue a Partial Compliance on Lot 14 Bridal Path. B. Mansour second, motion carried. Lot 8 Mill Road - Enforcement Order J. Lindon motioned we ratify the Enforcement Order on Lot 8 Mill Road. L. Bruinooge second, (C. Lowery abstained) motion carried. Lot 34A-1 Carlton Lane T. Peter to inquire in the Board of Health as to the status of this lot. Coventry Estates II - A.B.& C W. Vicens, who will be working on the Order of Conditionspresentedthe following issues to Coventry Development: 1. Delineate all land subject to flooding (bordering and isloatecD on plans.. 2. Display all proposed houses and associated grading within 100 feet of bordering vegetated wetlands. (e.g. , Coventry 1) 3. Consider only the following crossings as limited projects: if proof that no reasonable alternatives exist can be provided. 4. Reduce total altera tion of bordering vegetated wetlands to less than 5000 square feet. 5. Provide a detailed wetland replacement plan for all altered bordering vegetated wetlands (Item #4 plus limited projects) (e.g. , Tucker Farms) Page 3 - Minutes of Mtg. of Oct. 22, 1986 6. Provide compensatory storage (per 10.57 (4)) for all altered land subject to flooding. 7. Provide more detailed erosion control plan, particularly for steep slope areas (e.g. , Heritage Estates) 8. Eliminate reconstruction of South Bradford Street through open space area. 9. Provide pre and post development elevation -- discharge curves at each crossing to show that flooding will not increase and wetlands will not be drained. 10. IEP letter - Table 3 11. Lot on Fuller Road 12. Clear spans vs. culverts for crossings. 13. Downstream flooding impacts? 14. Demonstrate that all banks and land under water resource areas altered (replaced by culverts) meet requirements of regulations (10.54 (4) and 10.56 (4)) . 15. Isolated wetland (in first submittal) 16. (a) Avoid wetland at Lots 53/55. (b) Avoid wetland at Lots 60/61/62/63. (c) Avoid wetland at Lots 21/22. 17. Unbuildable Lots 2,13., 31. 18.
