Bruinooge J. Lindon C. Schoene A. Resca (absent) B. Mansor C. Lowery W. Vicens T. Peter, Cons. Admin. M. Boudrot, Sec. Coventry Estates A meeting had been held previous to this meeting with J. Lindon and T. Peter attending as well as Planning Boards Scott Moorehead and developers. A revised plan was presented and discussed between the Planning Board and NACC. Chestnut Green J. Lindon found the replacement area complete, with the planted shrubbery as required. Teoma Estates Bond never received. B. Mansour motioredthat we issue an Enforcement Order to "stop all work" if bond is not in our office by Nov. 20, 1986, which meets the satisfaction of the Town Treasurer. C. Schoene second - motion carried. Bond increase - J. Lindon motioned that we increase the bond an additional $10,000 to be posted by December 3, 1986 and meets the satisfaction of the Town Treasurer. L. Bruinooge second, motion carries. Davis & Furber Two determinations filed. Public Hearing to be held on Dec. 1st. Carlton Farms - #242-115 - Extension Request T.Neve represented the owner. As-built plans for the entire subdivision being completed. The Commission will review the files which are not part of the main file for the issuance of the Certificate of Compliance. (See DEQE numbers 4242-295, 242-261, 242-267 and 242-254.) DEQE to be notified of the file becoming inactive. B. Mansour motioned to issue an extension of 60 days for the sole purpose of completing the "as-built" plans. L. Bruinooge second, motion carried. Page -2- Minutes of Mtg. of 11/19 86 926 Forest Street J. Lindon gave an update of the recent site visit. The Commission is requesting a Notice of Intent be filed for the proposed wetland restora- tion work. J. Lindon to write a letter requesting a Notice of Intent for the proposed work. Yellow Maise T. Neve represented the owner. He presented an as-built plan of the causeway. Changes were made to the Order of Conditions. T. Neve will check to see if the causeway can be built according to the Order of Conditions, despite the alterations which took place. To be on our agenda of Dec. 1, 1986. Meadows Property - Public Hearing 2357 Turnpike Street - DEQE #242-379 Steve Stapinski of Merrimac Engineering along with Attorney John J. Willis, Sr. , represented the applicant Mr. Meadows. Plans were presented and discussed. An Enforcement Order had been issued on this property for this filling violation. Site would be graded and a channel would be constructed in order to allow water to drain from one wetland into the other. Two abutters attended the meeting by the names of Mr. Guy Richards and Doris Rosten, they abut the wetland which has been flooded thus causing a pond in their backyards. A site visit will take place to view this ponded wetland. J. Lindon motioned that we close the public hearing on Meadows Property, take the matter under advisement and issue an Order of Conditions within 21 days. L. Bruinooge second - motion carried. Lot 3 - Berry Street - Public Hearing_- DEQE 242-378 Burt Hamel an engineer from H. Star Engineering of Chelmsford represented the owner Robert Stack. Abutters, Mrs. Oliver and Mrs. Coffill attended the meeting. They are concerned about flooding and close proximity of the septic system to their wells, as Mr. Stack wants to build a house at this site. C. Schoene motioned that we close the public hearing and issue an Order of Conditions within 21 days. L. Bruinooge second, motion carries. A site visit will be made. Coventry I _ Detention Pond Approved conditional on checking erosion control - placed prior to construction and inspected by Administrator. Mansour motioned to accept the draft Order of Conditions cance for the Greater Lawrence Sanitary District. L. Bruinooge second, motion carries. W. Vicens abstained. Hotel 114 - Susse Chalet The Commission discussed the approved plan - plan approved by the Lawrence Conservation Commission. Hotel built in the 100 year flood zone. Return plans to Lawrence. Volunteer Members Gretchen Leone attended the meeting. Open Space Committee Sub-committee meeting first week in December. Should Volunteers attend site visits? W. Vicens will look into this matter. Lois_ Bruinooge to work on the Environmental Notification Form for Edgewood Life-Care Retirement Community. Meeting adjourned at 10:45 P.M.
