Bruinooge (absent) B. Mansour C. Lowery (absent) A. Resca T. Peter, Conservation Administrator M. Boudrot, Secretary Continental Cablevision - Clay Pit Hill Fred Davies and Bill Dunlop of Continental Cablevision attended meeting. Problems were presented regarding the area. The Commission suggested that the catch basins and siltation fences be cleaned up and to replace hay bales that had deteriorated. This area has been a wetland problem for some time. A site visit was scheduled and the Commission requested a letter from Continental Cablevision to up-date the work that will be done to rectify this area. T. Peter to talk with B. Cyr about a joint meeting possible. B. Mansour motioned that we ratify the Enforcement Order on Continental Cablevision issued by T. Peter. C. Schoene seconded the motion. Motion carried. 50 Jay Road - .Drainage Problem Al Shaboo and Joe Flynn attended the meeting, as did Mr. and Mrs. Woodock regarding the drainage problem and the flooding of the cellar. The problem was discussed in great detail. The Planning Board requested an 1811 pipe be installed. Two requests were made by the Commission. 1. . .Request a letter for an extension on file. 2 . . . order of Conditions, "As-Built Plans" on the Swale and pond be submitted. Need plans of all revisions within two weeks. No motion was made. Lot 3 - Salem Street - Public Hearing Joseph Cushing of Richard Kaminski Associates, represented the applicant, Mr. & Mrs. Connors (Form A Lot) with a single dwelling. (site location is midway between Granville Lane and Turtle Lane) The wetland replacement area was of a concern to the Commission. J. Cushing will submit more information to us and the public hearing will be continued to another date of Minutes for Meeting of December 10, 1986 Lot 3 Salem Street, Public Hearing, Continued. . December 17th. To be advertised in the Eagle Tribune Thursday morning. J. Lindon motioned to continue the public hearing on Lot 3 Salem Street until December 17 . A. Resca second, motion carried. C. Schoene to write Letter to owner. Lot 10 Tucker Farm - Public Hearing No one attended regarding the above lot. It was decided that the public hearing be continued until January 7th 1987 . Notify the applicant of this. Lot B, Acushnet Street/Lots 6 and 7 Cotuit ,Street - Enforcement Order There is a complaint that construction is causing flooding of a residence. Site visit will be made to the above on Saturday. Mr. Meserve and Joe Court attended meeting. J. Lindon motioned we ratify the Enforcement Orders issued by T. Peter on the above lots. C. Schoene seconded. Motion carried. Lot 3 - Bayfield Drive - Public Hearing J. Bourgeois of Channel Builders represented the owner, Merrimac Valley Health Services. Peter Brown (the attorney representing MVHS) and John Scott (the architect) attended the meeting. Plans were presented of the proposed building. The subsurface investigation has not been completed. Type of foundation was questioned involving their equipment and also the fire lanes. Type of foundation may result in change of plans, at which time a public hearing may be required. J. Lindon motioned we close the public hearing, and issue an Order of Conditions within twenty- one days. B. Mansour seconded with the stipulation that we request an extension. Motion carried. North Andover Mills - Determination (Davis and Furber Complex) J. Lindon motioned a positive determination for this area. it was suggested that a letter be drafted to Ted Levy Associates, accompanying the determination. B. Mansour seconded; motion carried. Gould Electronics -- Request for Determination J. Lindon motioned a negative determination be issued with conditions for deck construction work by Gould Electronics. B. Mansour seconded; motion carried. Lot 60 Bear Hill - Enforcement Order T. Peter to check with compliance to this Enforcement Order. Minutes for Meeting of December 10, 1986 Lot B Wayne Street J. Lindon suggested that a Determination on Lot B Wayne Street with plans for drainage be presented to the NACC. It was suggested that T. Peter write a letter to the owner. It also appears that the lot next door will have to be cleaned up. A letter to that owner. Turner Estates J. Lindon motioned to have owner either submit a Determination Form or a Notice of Intent for work that is being done. A. Resca seconded; motion carried. Lot 1A Equestrian Drive J. Lindon motioned to accept the change and requested a revised plan by a professional engineer (case of moving a house to save some trees) . B. Mansour seconded; motion carried. Lot 3 Berry Street - Order of Conditions J. Lindon motioned we accept the draft Order of Conditions, which is a denial of the project, as amended on Lot 3 , Berry Street. B. Mansour seconded; motion carried. Meadows Property - Order of Conditions B. Mansour motioned to accept the amended Order of Conditions on Meadows Property requiring the posting of a $50, 000 bond. A. Resca seconded; motion carried. Bob Mansour motioned to adjourn the meeting at 11; 40 p.m.
