HomeMy WebLinkAbout2002-05-20 Planning Board Minutes Planning;Board Minutes °.�. 3 May 20, 2002 Planning Board Attendance: John Simons, Chairman Alberto Angles, Vice Chairman Richard Nardella, Clerk Felipe Schwarz George White Staff Attendance: Jacki Byerley, Interim Assistant Town Planner Discussions: Article 34-Rezoninia Willow Street Mr. Scott Hajar stated to the Planning Board that he did not want to see the property on JJ � p p Y Willow Street rezoned until he had the chance to rezone his to General Business. Mr. Hajar stated that he no longer lived in the house but rented it and hoped that the Planning Board would rezone his from Village Residential to General Business. The Planning Board informed him that an article has to be submitted to rezone property. The Planning felt that they could not hold up the Willow Street rezoning because Mr. Hajar wanted his done first. Public Hearings; Lot 2 :Bradford Street-Watershed Special Permit Lot 3 Bradford Street-Watershed& Common DrivewaySpecial Permit Lot 4 Bradford Street-Watershed, Common Driveway&Access Across Street Frontage Special Permit Mr. Huntress stated that the driveway of Lot 2 was to be placed in North Andover and the home in Boxford. The driveway was located in the Non-Discharge Zone of the Watershed District. Mr. Huntress had received staff comments and would be replying for the next Planning Board meeting. Mr. Nardella expressed concern over a common driveway with Lot 4 and questioned whether Lot 4 would be buildable without the special permit. Mr. Huntress stated that they would have to go to the Conservation Commission to build the driveway. Mr. Schwarz suggested that the developer look into alternatives to all driveways, possible a subdivision with waiver requests for the width and length of the roadway. Mr. Nardella suggested that possible covenants be placed on the lots to prevent further development. Mr. Huntress stated that he would speak with the developer and see what adjustments could be made to the plan. j 1 Mr. Nardella motioned to CONTINUE the Public Hearing for Lot 2 Bradford Street Watershed Special Permit, Lot 3 Bradford Street Watershed& Common Driveway Special Permit and Lot 4 Bradford Street-Watershed, Common Driveway&Access Across Street Frontage Special Permit until June 4, 2002, 2"d by Mr. Schwarz, voted 5-0 in favor of the motion. Discussions: ` Rocky Brook Road Subdivision-Partial Bond Release Mr. Nardella motioned to RELEASE all but $17,300 from Rocky Brook Subdivision, 2"d by Mr. Angles, voted 5-0 in favor of the motion. 673 Great Pond Road-Watershed Bond Release Mr. Nardella motioned to RELEASE all remaining funds from 673 Great Pond Road, 2"d by Mr. Schwarz, voted 5-0 in favor of the motion. 61 Count Club Circle-Watershed Bond Release Mr. Nardella motioned to RELEASE all remaining funds from 61 Country Club Circle, 2nd by Mr. Schwarz, voted 5-0 in favor of the motion. Town Meeting Update Mr. Simons requested staff to provide a map with abutting properties at Town Meeting of the rezoning of Willow Street along with a history of past warrant articles for the surrounding area. MAPD Conference Update Ms. Byerley handed the Planning Board copies of what to look for when reviewing a site plan. Mr. Simons requested that staff invited Mr. Joyce to come to the June 4, 2002 Planning Board meeting to discuss the development on Chestnut Street. Mr. Simons also instructed staff to write a memo to the Building Department as to what could be done with the stabilization of the development. Mr. Nardella motioned to ADJOURN the Planning Board meeting of May 20, 2002, 2,d by Mr. Angles, voted 5-0 in favor of the motion. 2
