Plans shown did not show a calculation for the increase in impervious surface area nor details on the increase in the roof drain. Permit could be pulled for the original design. Deferred to October 1, 2002 meeting. PUBLIC HEARINGS: Called to order at 7:30. 1. Chatham Crossing Modification of Subdivision approval Modification plan was withdrawn by applicant. 'Withdrawal was accepted by a majority of the Board members without prejudice. Lot releases for Lots 5 & 6 were deferred to October 1, 2002 The Board heard from abutters Joanne and Sandy Brown regarding drainage problems that have occurred in their basement and backyard since the development of this adjacent site. Planning Board acknowledges the need for due diligence with regards to this projects and intends to follow up at the next meeting. An as-built plan is necessary prior to any lot release. 11. The Community Development Director was called upon to discuss the ZBA action with Zoning Board members. The plan was never sent out for review by Coler and Colantonio. The Board would like to see the engineering review and have a draft decision for the next meeting. s Deferred to October 1, 2002. III. Chatterjee Watershed Special Permit Board requested a letter from the applicant's engineers/architects in response to VHB's review letter. The Board also questioned the staff on whether the covered pool house would be considered an accessory use with respect to residential units. There was concern whether the proposal could be considered an accessory use less than 25% of the floor area of the existing structure. If the structure where larger than 25% it would be a prohibited use. Deferred to October 1,2002. IV. Lawrence Airport West Side Hangar All VHB review comments have been satisfactorily addressed. Public hearing was closed and the Planner instructed to prepare a decision for the next meeting. Deferred to October 1,2002. DISCUSSION ITEMS (Continued): II. Forest View Estates Surety Bond Establishment Agreement The Board established a 3-year surety bond at $83,859.51 as determined by VHB. III. Forest View Lot Releases Lot Releases to be held until the Bond is received and reviewed by Town Planner and Rick Nardella. IV. Fleet ATM Site Plan Waiver Request The Board expressed the concerns about the excessive amounts of green banding around the kiosk. The sign was also internally lit. The applicant was requested to return with a facade more in keeping the style of the Brooks Pharmacy building. The traffic consultant for the project spoke in support of the waiver. He stated that there would be few new trips generated by the kiosk to merit site plan review. Mr. Simons felt that the abutters should be notified since the new use was in the rear of the site near residential properties. Due to the fact that there were residential neighbors the Board wanted to see noise information, placement of dumpsters, lighting, and profiles. There was also indication that the Board felt limited hours of operation were warranted. The applicant was instructed to formally file for Site Plan Special Permit, The Planner should have a decision ready at the time of the hearing.
