Alternative Site Plan Layouts The applicant, Ben Osgood, is before the Planning Board this month to present two alternative site plans consisting of 37 and 46 total single-family and duplex units (condominiums) for the Olde Salem Village PRD. He is seeping initial input from the Planning Board on which plan the Board would prefer and to discuss preliminary issues involving both site plans. Mr. Osgood will present both alternative plans at the May 17"' meeting. A Remand has been issued by the court system for Olde Salem Village on May 9, 2005 (see attached Remand decision). The Remand allows for a relatively short time frame which to open and close the public hearing and then issue a decision for the site plan (refer to p.2, paragraph 5). As anticipated, the Planning Board cannot base its decision on whether the plan conforms to the use or maximum density requirements unless the plan exceeds the allowed 56 dwelling units. Continued Public Hearings: 01de Salent Village Definitive Subdivision -..- 4 lots __......... The applicant is before the Planning Board to continue the process for the 4 lot Definitive ........_.. Subdivision off of Salem Street. The applicant provided responses to VHB's April 27, 2005 comments (see attached Hayes Engineering May 1.0t'letter and VHB's April 2& letter). It would appear that the majority of VHB's comments have been addressed and required details added to the Definitive Subdivision plan. The May 10, 2005 responses are currently being reviewed by VHB. A number of revisions were made to the plans, which include the removal of the sewer and gas lines from the site: �0 Response#27 - The proposed sewer has been eliminated from the plan and a. determination made that subsurface sewage disposal will be used, as the Enviro-One pumps did not seem to be acceptable to the DPW. Response#8(12)--The applicant's engineer determined that it was not economically feasible to run a gas line to the site from the nearest connection point on Rte. 114. Thus, the gas line was eliminated from the plans. The applicant will ask:for a waiver from Section 5.2.5.3.2, which requires existing contours in the subdivision and extending 50' beyond the perimeter of the subdivision. Y The applicant will discuss whether a street lighting plan will be provided. The revised plans received on May 11'x'will need to be distributed to Town Departments (i.e. Conservation, DPW, Fire Department, Health Department) for final comments. Barring any unforeseen comments or issues from Town Staff or VHB, a decision could be prepared for the June 7'h Planning Board Meeting. At the May 3rd meeting, the Planning Board made it quite apparent that the applicant will need to demonstrate some progress with regards to addressing TRC and VHB comments. The purpose of this meeting is to update the Planning Board on the status of the application and summarize the modifications to the plan that will be presented at the meeting. A decision is due May 27, 2005. The applicant's engineer submitted revised plans to the Planning Department and VHB on May 13, 2005. The site plans were previously reviewed by VHB on February 24, 2005. The applicant has been made aware that Town Staff nor VHB has reviewed the revised materials for the May 17t" meeting. The purpose of this meeting is to update the Planning Board on the status of the application and summarize the modifications to the plan. Enclosed please find a copy of the revised plans. The applicant must file an extension with the Planning Department. The Conservation Commission recently approved the project on May 12, 2005. At the May 3d meeting, the Planning Board asked for further clarification on whether the applicant would require a variance from the ZBA for constructing the roadway in the Conservation Zone (within 75' form the edge of all wetland resources areas). The Zoning Administrator determined that the work within the Conservation Zone would not require a variance from the ZBA. Refer to attached memorandum for details. A draft decision for the Definitive Subdivision, Watershed Special Permits for the Proposed Roadway and Single-Family House will be ready for approval for the June 7, 2005 Planning Board meeting. As directed by the Planning Board, the verbiage of said decisions will incorporate detailed language and conditions for the privatization and maintenance of the 500'+ paved roadway, utilities, hydrant, drainage; snow removal plan; easement documentation and restrictions to protect the abutting wetlands. The Town Planner will work with the applicant to draft such language.
