HomeMy WebLinkAbout1979-10-09October 9, 1979 - TUESDAY Regular Meeting The PLANNING BOARD held a regular monthly meeting on Tuesday evening, October 9, 1979 at 7:30 P.M. in the Town Office Meeting Room. The following members were present and voting: William Chepulis, Chairman; John J. Monteiro, Vice-Chairman; Joyce A. DiTore, Michael P. Roberts; and Paul A. Hedstrom, Clerk. THE BOARD HELD AN EXECUTIVE SESSION WITH TOWN COUNSEL RE HARDTCOURT ESTATES LITIGATION AT 7 P.M. AND THE REGULAR NR~TING CONVENED AT 7:50 P.M. PLANS NOT REQUIRING APPROVAL: ~ - EE~.RM COLLINS, Great Pond Rd. & Pleasant St.: Scott Giles and John Turtle present. This is a re-submittal from last meeting; corrections have been made re zoning districts and ownership. Continued later on in meeting. QUAIL RUN: a) Roadway - letter from Turtle read re Hayes property; paved section of road will not be centered on the right, ~ will be shifted over. Motion by Nrs. DiTore to grant the request in ~ccordance with the n~mbers contained in the letter. Mr. Monteiro seconded and the vote w~s unanimous. b) Bond Release - letter dated Oct. 4, 1979 was read by the Chairman; letter from BPW also read recommending release of $18,000 for water construction. Motion by Roberts to release $18,000 as outlined in BPW letter. Monteiro seconded and the vote was unanimous. GR~T~4W00D WEST: BOND RELEASE - Ben Osgood told the membership that it is not completed. Roberts made a motion to table the matter until the next meeting. Second by DiTore, unanimous vote. - CARLETON FARMS (cricket Lane): Request for Bond Release dated Sept. ~8, ~979 - Ben 0sgood stated that scarification of the gravel was done. Motion by Roberts to take up at the nex~ meeting. Second by Nonteiro, unanimous vote. PADDOCK ESTATES "AS B~JILTS" - letter from Highway Surveyor was read. Cyr has not inspected the '~as built" drainage as yet, he said, and as far as the plan goes it is a better situa- tion than it was originally. Mr. Roberts then made a motion that the "as built" plans be approved per letter from Mr. Cyr dated Oct. 2, 1979. Mrs. DiTore seconded and the vote Was %ll~a~limous. COMPLETION DATE: new completion date was set for Nov. 1, 1980 per mutUal agreement between Scott Follansbee and the BOARD per motion of Monteiro, second by DiTore; unanimous vote. CONNECTION i%ETWEMN BRIDLE PATH AND TIMBER LANE: John Tuttle stated that he would like to connect and asked Mr. Cyr if he would prefer just the binder through the winter with finish coat in the spring or to have it all done now. Cyr answered that all the drainage is in and it could be completed with binder and finish coat.now. Motion by Roberts to sO notify Turtle in writing that the Highway Surveyor is in agreement with the completion ofthe connection and roadway and per his recommendation the BOARD is approving the connec- tion of the roadway at this time. Second by Mon%eiro and unanimous vote. Minutes of March ~9 - Sept. 10, 1979: Motion by Monteiro to accept. Second by Hedstrom and unanimous vote. WINTER HILL ESTATES: a) Revised Profile - request of Highway Surveyor has been done. Motion made by Monteiro to accept the revision. Second by Hedstrom and unanimous vote. Oct. 9, 1979 - cont. b) BOND RELEASE REQUEST - per F. Gelinas' letter of request; letter re Saw Mill-and Deer Meadow Rd. from Highway Surveyor and, also, a letter for the first 1300 ft. of Haymeadow Rd. which recommended that $15,000 could be released. Motion made by DiTore to release $18,000 on Phase III (Deer Meadow). Second by Monteiro and unanimous vote. Phase I (Haymeadow) to be taken up at next meeting. GRANVILLE LANE: Susan ~told the BOARD that the condition stating that the binder coat be on by Oct. 1 has been abided by. PLANNER INFO. - a) the Community Block Grant was submitted on 0ct. 4; the target area is in the downtown districts. b) Master Plan - some letters of request have been received but would like to wait for a few more. c) Bike Path - only 2 people signed up for this endeavor. d) "Wood Ridge" - a petition was received from !a group of Woodbridge Rd. residents asking that Wood Ridge be changed because of similarity. Mr. Chepulis asked Susan to draft a letter to the Archdiocese citing Ch. 85 and request that they submit a list of street names for approval by the BOARD. A copy to be sent to Elaine Warwick, Woodbridge Rd. e) Timber Lane - re questionnaires from people on Timber Lane on connection with Bridle Path. Susan to write a letter to them explaining the issue. The Chairman asked for confirmation of construction finished - Tuttle s~tated that with the exception of 40 ft. of pipe, construction is complete excluding final hot top and minor work on the shoulders; there may be one or two mere buildin~ lots. See previous page for decision. PLANS NOT REQUIRING APPROVAL: : 1 - HELEN COLLINS - plan dated Sept. 17 revised !Sept. 26 and Oct, 3, 1979 showing lots 4 and 6-15. Upon motion by Mrs. DiTore to endorse subject plan as no~ requiring approval under subdivision control law located oD Pleasant St. & Great Pond Rd. and second by Mr. Monteiro the vote was unanimous. The boundary line of the zoning districts runs along the N. E. Power Co. easements. 2 - HELEN COLLINS - plan dated Sept. 22 and revised Sept. 25, 1979, Great Pond Rd.; motion made by Roberts to endorse as not requiring approval under subdivision control law, seconded by Monteiro, unanimous vote. 3 - ROBERT JANUSZ, Forest St. - plan dated Sept.i 3, 1979 showing lots A & B. Motion made to endorse as no% requiring approval under subdi~sion control law by Monteiro and second by Roberts. To make deeds consistent with the plan. Unauimous vote. BOARD OF APPEALS LEGAL NOTICE: 397 RFALTYTRUST- Susan told the BOARD that, according to Charlie Foster's interpretation the greater portion of the property is in the resi- dential district. Ben Osgood representing, stated that according%o the 1972 zoning map scale it is as layed out on the plan they have presented. Their purpose is to use the house for B-4, which is office use. Motion made by DiTore that there is no objection to this proposal. Monteiro seconded. After short discussion regarding the cons about making this type of recommendation the motion and second were withdrawn. New motion by same persons: clarification of the boundary should be determined as specified in the ZBL; the PLANNING BOARD has no 9bjection ~o any lore restrictive business use in the business portion of %he parcel in question. Unanimous vote. Oct. 9, ~979 - cont. NISCELLANEOUS NAMERS: Bill Chepulis and Susan St. Pierre will attend the Ma. Federation of Planning Boards Annual Fall Neeting on Oct. 27, 1979.
