5* Minutes: The minutes of the meeting of 21 Oetobor 1968 were approved as
submitted.

7. Finances- Mr. Lafond reported that 't],le Commission expense balance as of
10-31-0 was $59.15. The report was, duly approved,
Mrs Maker appeared before: the Commission to state that the $5000 Conservation
Fund in a 6 months time notice adeount was; expiring today, Mr., 14aker was
instructed to renew the aceount for 6 more months.
8, Gravel Pit: Uro Roberts reported that he attended a Bogrd of Appeals
5ubi�lehearing on a gravel pit, of Boxford - Salem Streets near Boxford,
34.,000 cubic yards of gravel are to be removed for the missile radar site
construction* A pond 300 ft. by 300 ft, vrill result. A permit was granted
by the Board of Appeals.
Mrse Kittredge came in at this time.
9* Mr. Roberts attended the fall meeting of the 1A.A.C.C. in Auburn
and reported the following:

The Commission digressed at this time to discuss possible locations for
flood plain zoning and the possibility of inclusion of such an article for
to meeting.
10. Hatch Act: Mr. Chopulis reported that he contacted Mr. Michael Sheehan of
the DNR who stated that the filling on Turnpike St. was in violation of the
Hatch Act. Mr. Sheehan stated that pr, Fink was verbally notified of the
violation by Conservation Law Ehf6reement officers.
Mr. Lordan entered the meeting at this time.
Atty. Willis appeared before the Commission to speak about the above parcel
of land. His statements and comments are as follow: Mr. Fink now owns the
land; the state rformerly used the land for sand storage and Mr. Fink bull-
dozed the sand to spread it around; compliance to the Hatch Act places a
substantial financial burden on the owner; 11r, Fink "intends substantial
filling of swamp"o
Mr. Roberts outlined the procedure to follow to bring the situation up to
date as of now. Atty, Willis suggested contacting the owner.
ktty. Willis also stated that a Mr. Comeau in a green shirt (who is he?)
stopped the filling (preparatory to future building) of Lower Sutton Mill
Pond (an artificial pond for cooling ptirposes).
Mr. Lordan movedp seconded by Mrs. Kittredge, that in the investigations of
possible Hatch Act violations the landowner should be consulted first before
going to the DNRp i.e.., to hear both sides before requesting DNR action,
The motion was unanimously carried.
Other comments that arose were: Mangano - is he filling in?; Kmiec - what
is: he doing and w1aat can be done?. These areas should be investigated for
uniformity and consistency of procedures.

11. Missile Radar ,Site: Mrs. Kittredge presented a map, showing the trails.,
connection of trails and possible perimeter changes. The balance of the
swamps at the site was also discussed. It was determined that Col. Beatty
should be contacted immediately for more information. Therefore,, this
