Subject: Minutes of meeting 8 January 1969.

December or 16 December due to lack of quorum.
2. Members present: Messrs. Roberts, Chepulis, lafondo Lordan and Mrs.
Kittredge.
3. Members Absent: Messrs. Root, Lewis and Demers.
4, Minutes; The minutes of the meeting of 18 November 1968 were approved
as submitted,
5* RQTQQa?QB§;Q Urs. Kittredge and Mr. Roberts informed the
Commission that the oxford Conserv tion Commission and the Emsex County
Green Belt Association proposed the purchase of the Holmes Estate in
Boxford as as replacement for some of the acreage taken by the Sentinel
system in North Andover. The DNR is reported to be interested in the
proposal. Although the subject area is not it Horth Andover, it would
help the Green Bolt Association in its overall program on a regional
basis. Yr. Roberts expressed his feeling that the Commission should
support this action.
6. Bates Bill, last year Congressman Bates introduced a 'bill to Congress
Serein any public land taken by the federal goverment would be replaced
by other land rather than as cash payment. The bill was killed but it is
expeeted to be reintroduced this year. At present the money goes into
the general fund and not into as conservation fund* It is felt that the
money should go to the DNR,
7. "495 Comes Alive"t On 25 January 1969 a Symposium will be held at Mer-
rimack Coll6ge to discuss the impact of Route 495 on all bordering eom-
munities�
8. Pud5stj A budget for $500 for operating expenses for the coming year
was duly approved. All outstanding bills were voted to be paid,
9. Conservation Fund: Upon motion of Mr. Lordan, seconded by Mr. Lafend.$
it was uninimouaiy voted to submit to the, 1169 Annual Town Warrant an
article requesting appropriation. of 45000 for the Conservation Fund.
10. Mr. Root: Mr. Roberts reported that Mr. Root suffered a heart attack
and was confined to the Intense Care Unit of the Wryee General
Hospital.

The question arose as to what to do about Mangano and Yiec, When con-
tacted by Mr. Roberts, Mr. EQ06 stated he intended to 1pply a 2-foot

12. Radar Site: As a result of the FablienBroadeast Laboratory (PBL) tele-
vision-pMentation of U.S. defense systems, Mrs. Kittredge suggested
that the COMMissioVuend the previously proposed telegram on the subjeb
until a firm deeision is made. It was reported that rehearings would be
held. The suggestion was modified to send letters instead of telegrams,
M's. Kittredge moved that a letter requesting a temporary halt to further
eonstruction be sent after a eaucus, of Commission members attending
', the
"Colonial Naturalist" film,at Merrimack College on Sunday,January 12, to
determine the exact warding of the letter. The motion was seeonded by
Mi* LaMond and was unanimously earried. Recipients of the letter are to
be Messrs. Brooke, Ates, Kennedy, Stennis, Laird and Bickel.
13. V lumWee : Mr. Roberts stated that one of his students at Bradford Junior
College volunteered to assist in the secretarial work. Details of such an
arrangement are to be resolved after further discussion.
