SubJect: Minutes of meeting 17 February 1969,

1969 due to a lack of quorum.

as submitted,

DIII relative to applicability of the Hatch Act to filling operations.
Also, a press release to the Lawrence Eagle-Tribune 31 Jan 1969 relative
to the Commission's position on the Sentinel ABM construction in North
Andover,
7. Communications Received: letters from the Department of the Army Son-
Brooke, and Congressman William A, Bates
concerning the Sentinel PAR site in North Andover,
8. Aft—A0110111: 'Mr. Roberts reported that 'Nair Hill., about 177 acres in area,,
had beengiven to the Trustees of ReseXations by the heirs of Abbott
Stevens. Mr. Roberts suggested that a letter of appreciation be written.
It was unanimously voted to do so.
9* PA2_jjQ: Mr. Roberts raised the question of water pollution with respect
to how the excess waste utterywas to be disposed of. It was feared that
thermal pollution might result. Mr. Lafond moved that a warning alert
letter be written to the Ipswich River Councilp Senator Donahue, Conserva-
tion Commissions along the Ipswich River, Massachusetts Association of
Conservation Commissions, Massachusetts Forests and Parks Associationo
Mr. Lordan beconded the motion and it was unanimously approved.

of conservation commissions elective positions rather than appointivep as
they are noir. It was unanimously agreed to send an adverse report to Sen.
Philip Quinn) Chairman Natural Resources and Agriculture.

_1jgzoninZ_Articles-- It was unanimously voted to olpose the
business area expansion of Butcher Boy Elarket at Great Pond Road and
Osgood St. It was also voted that the petioners of lands to be, rezoned
that contained wetlands, brooks., etc., should be given notice of appli-
cability of the Hatch Act. The Commission is to -present these views at
the forthcoming Planning Board public hearings.
13. Custer Zoning: Mr. Roberts submitted a draft of the cluster zoning con-
cept as a revision to the proposed cluster zoning by-law. A discussion
was held, but no formal action was taken,
