Subject: Vinutes of meeting 6 Augiuqt 1)6).
1. The si t t2i&th regular meetin was called to order by the chairman at
Ti w10 PIT in the now Tree Warden's office. No meetings ivere held 16 June.,
2 July, or 2.1 July 1�6).
2, Members Present,: Messrs, Roberts,P Chopulis., Lewis2 Lordan, Lafond and
oadhead.
3. Members Absent: Mrs. Kittredge.
4. Meeting Absences: After the call to vilder., Mr. Chepulis left to attend a
MLeating with the Board of Selectmen and HUD officials re a "housing code
enforcement" -program. Ile returned at �:10 1111.
14r. Lafond also left to investigate the removal of a tree damaged by a
sudden atom.
General MeetLjn2g_: On motion by Yr. Lordan, seconded by 11r. Broadhead$ it
-was votedto hold, a gonpral mooting, of toym board.,, to hear from the Soil
Conservation Service about natural resources inventory and soil survey.
It is planned to hold the meeting in late September at, the Kittredge School.
6. Cluster Zoning : The following changes a,rere made to the draft copy of the
draft copy of the cluster zoning by-law: 1) delete 4.92 2) add to
4-�)2 (c.A10, "Should any such organization owning land under this section
of the By-Law cease operations,, such land must revert to the Town of North
Andover and continue to function as Conservation land.11-1 3) also add other
"'non-profit conservatir.)n orientdll organization; 4) in 4.92 (d.) omit 'Pas
provided in section above.
The revised version of the proposed by-law is to be sent, to Tovm Counsel for
review and comment.
7. Hatch Act: No information was presented at this meeting on the Grynievidoz
sitlxation since Mrs. Kittredge was absent.
8. Hike: The North lindover Ilistor!'cal Society is proposing an historical and
conservational hike on the old Essex Raill"'Y railbed in September. It was
voted to have 11r. Lewis attend for the Commission vith expenses paid by the
Commission,

9. Election or Officers: Mr. Roberts was unanimouslyA elected chairman.

Mr. Broadhead vras unanimously elected vice-chairman.

Mr. lafond was unanimously re-elected financial secretary.
Mrs. Kittredge -was unanimously elected secretary after Xr. Chopulis
submitted his resignation as secretary.
11. ABM meeting
, L
12_M22�� At 9:1tO 1-111 the Commission adjourned to attend a meeting with
the Ebard of Selectmen relative to the ABM PAR site. It was noted that the
DNR is not cooperating with the Tawn. There is to be a DNR and Corps of
Engineers meeting tomorrow but North Andover is not invited, The Selectmen
stated they wnuld withdraw the letter of agreement previously sent. The
Commission reconvened at 1000 PM.
