Stevens Because the .guests were present, the reading of the last meeting's minutes 1 ( and the Treasurer's report were omitted. I ORDER OF BUSINESS - Bat le Land Public Works and Board of Health of the Town turned down Batelle land. He p - by assed the Town and went to the State. There he got approval for a very elaborate septic system. Fred Worthen volunteered that Dr. Kay said the Board of Health was a rubber stamp for the State. Board of Health of the e State. Example: Town has the right to put on more restrictions that the p There was going to be a trailer park ina town and the Board of Health said no after the State said yes and it carried. Should there be control on trees when around the water shed? Kennedy and Archambault built houses. Fred Worthen asked how the Conservation Commission stands about the lake. Is it State protected because it is drinking water or Town protected? We the Conservation Commission would like to see the law changed to 500 feet from shore of lake or brook feeding lake. The soil map is done and the open space plan is in process. Fred Worthen wants the lake protected. If we do, we protect the interest of the Town by setting decent standards so it can be used for recreation by town people. MRS. CHANDLER - Diocese owned land (Campion Hall) Could the Town buy 200 feet on the lake before the rest is sold? They (the Diocese-Campion Hall) have been tax freeall these years. This will be looked into. North Andover has a right to protect recreational land. The Conservation Commission must meet with Planning Board. Fred Worthen volunteered to join Conservation Commission. Mrs. Chandler discussed putrification of the lake and growth therein. Mr. Lewis pointed out that silt from drainage is ruining Becky's Pond. Phosphates go into lake, 3000 seagulls creating more phosphates. Hatch Act used to be controlled by State. The State has been very weak as far as the Hatch Ac, is concerned. Arthur Resca - Controls should be set so that land can be sold fairly but limits r should be set so that the Town sets control. i Brooks School might be interested in Campion Ha11.. The Village Improvement Society could take the bull by the horns and look into all of this. r PAtjUje Land t Two years ago Arthur Resca and ,Jahn Roberts looked at land. They do not think his house is 100 feet from brook. Very important that Planning Board and Conservation Commission work together. At the moment there is no communication between departments. Selectment wanted to coordinate departments. We're all for it. We should have more publicity in paper so Conservation Commission becomes known. Mr. Chepulis - Perk tests should be done 3 times a year. This would certainly show level. Is that good or bad? TO BE DONE J 1. Frank Lewis - Mr. Thompson wants to know whether he may put public buildings on relief map of town. Frank Lewis made a motion that Mr. Thompson go ahead with public buildings. Fred Worthen appointed as Associate Member. u Building., Inspector - Charles Foster Leo Lafond will look into 'possibility of having Building Inspector reports come to us,, as he issues permits. 1 1
