Meeting of Conservation Commission, January 10, 1973, 7:20 P.M.
Present: Mrs. Aombly, Mrs. Kittredge, Messrs. Chapulis, Lewis,
Resca, LaF'ond
Absent: Mr. Frank Lorden
Minutes of last meeting read and accepted.
NEW BUSINESS
Town has acquired the Reynolds land off of Johnson St. We would like to
know who is in charge of it and how it is to be managed. It is under control
of the selectmen now. We should inquire what portion should the Conservation
Commission be responsible for. Could some of this be set aside for a neigh-
borhood park? The house itself was kept by Mrs. Reynolds and the land on the
east side of the street was given to the town.
Henry Donovan is calling a meeting on Wednesday, January 24th at 7:30 at the
Textile Museum. It is open only to all the departments of the government of
the town to discuss coordination and development of the town. All members
present said they could go.
Mr. Chapulis asked Mrs. Kittredge to write a letter to Mr. Worthen to become
an associate member of the Conservation Commission.
Budget - Leo LaFond will take care of putting 18, months budget in. $3000,
the surplus from last year, was turned in.
Mrs. kpmki wants to see Arthur next Tuesday, the 16th, about the Annual Report.
Watson's Gravel Pit - Is he still within the regulations set by the town?
Mrs. Kittredge to call Anna Donahue at the Board of Appeals or Charlie Foster,
Building Inspector, for information on this.
Globe land - It is for sale and being handled by Bernardin. 57 acres - 34 of
which are in North Andover. Approximately 7 acres is swamp the rest high land.
We should send Bernardin a copy of the Hatch Jones Act. Bernardin should know
what portion are established wet-lands. They should be defined before any
building permit is filed for. Arthur Resca will call Bernardin. If the Con-
servation Commission wishes to acquire this land, it can be done on a basis
whereby the town puts up 10%, county 20%, federal 70%. fi

Mr. & Mrs. William Arsenault came to discuss the Globe land and the flow
of Mosquito Brook. They feel that the natural flow of the brook has been
impeded by debris and a beaver dam and has caused flooding of land above it.
They met 2 years ago with Natural Resource Commissioner, Jim Hurrell, and
talked about clogging of the brook. At that time there might have been a
joint effort of town, county, and state to clear it. The brook used to be
stocked with fish. Now it can't be because it is flooded. Mrs. Kittredge,
"To my knowledge, the swamp area next to the brook has been constantly
flooded for the last 22 years and they stocked the brook four years ago".
Mrs. Arsenault wanted to know how far from the course of a brook may you
build. It has been 50 feet in the past and there is a study group looking
into this now to present to the Board of Health which sets the standards.
People may not tamper with the flow of natural water. The Arsenaults are
also concerned as the Globe Assoc. put in a pond across the natural flow of
a swamp and it is backing water on to their land.
Anyone interested in the Conservation Commission should let it be known and
come to, Commission meetings as one Commission member may not renew his
commission and an opening may become available.
Call Mr. Vincent Turel and ask him if he wishes to attend meetings.
