Simons, Chairman: The Planning Board meeting for Tuesday,February 6, 2018 was called to order at 7 p.m. 7 Thanked the Board,Town Counsel and Jean Enright for their remarkable and collaborative efforts over the past ' 8 few months. 9 10 CONTINUED PUBLIC HEARING Corner of Mill Road and Johnson Street(Mal) 107A Lots 294 46 293 11 28),TKZ LLC: Application for a Land Disturbance Permit in connection with proposed construction of four 12 detached single-family homes with site grading, driveways, septic systems, and service utilities within the 13 Residential 2 (R-2)Zoning District, 14 M. Gregoire: Provided project background. TEC had no open issues and no concerns from Department review. 15 The applicant will submit updated plans to the Health Department, J 16 Tom Zahoruiko LLC: Applicant provided background on project including work done prior to his involvement 17 including wetland delineation, soil testing and septic engineering. Driveway drainage will be directed into 18 crushed stone infiltration trenches enhanced by grass bio-retention areas;roof drains will drain into underground 19 infiltration fields on each site;there are no common elements between sites. Updated septic plans demonstrating 20 roof drains and infiltration on each site will be submitted. Lots will be bonded and deeded separately. Applicant is 21 only building on LotslA and 1B and Tree line along Mill Road will be removed. 22 J. Enright: Individual predevelopment and post development plans have been included. 23 E. Goldberg: Asked about drainage easement. Evidence of recording of the drainage easement should be included 24 as a condition in the decision.. 25 Frank Ventola 204 Mill Road: Expressed support for the project. 26 Bobby Vongphakdy, 1.65 Mill.Road: Requested clarification on onsite debris storage, questioned the impact of 27 construction on potential flooding, utility interruptions, hours of construction, and location of proposed driveways. 28 T.Zahoruiko: Construction activity must be contained with erosion control, discussed town bylaws on 29 construction hours, off peak truck delivery, notification of utility interruption and driveway locations. 30 MOTION: E. Goldberg made a motion to accept the request for Continuance to Monday February 26,2018 to file 1 31 the decision. Seconded by J. Luz. The vote was 5-0, unanimous in favor. 32 [Continued to the 1+ebr nary 20, 2018 Planning Board meeting] 33 34 DISCUSSIONS: 1 35 440 Great Fond Road Ralph Hancock-Hancock~Landsca in Violation of Zoning Bylaw Section 4.136, 36 Watershed Protection District, 37 Bob Prokop, Wetland Scientist Consultant:Assessed the clearing situation on site and outlined recommendations 38 for the restoration plan which will be reassessed in spring. 39 Master Plan Update: 40 J. Enright: RKG.and Associates, along with the Master-Plan Advisory Committee,will present the 41 Vision/Goals/Strategics at the February 20 Planning Board meeting. The Board will have time to review the 1 42 document and provide comment. It is anticipated that the document will be made available to the public around 43 March 8, a week prior to the next Public:Forum. Enright: 48 Solar: A comprehensive solar bylaw draft which will be presented at the next meeting 49 Requirement for abutter Wireless Facilities abutter notification: Expansion of distance requirement for notification. 50 for wireless facilities application was recently discussed. Town Counsel recommends remaining consistent with 51 state law. A comparison of the number of abutters that would be notified at different distances will be presented at 52 the next meeting for evaluation. 53 Tom Baird 75 Foster Street: Expressed interest in expanding the abutter notification for wireless facilities. 54 127 Marblehead St.: Property has recently been purchased. Many years ago the structure contained a convenience 55 store with residential above. The building has been vacant for some time and the new owner would like to rezone 56 the parcel, changing it from General Business to Residential 4. Owner will be invited to the next meeting. 57 Lynne Rudnicki 32 Marblehead Street: Asked if neighborhood will be notified about this property and informed 58 The Board that the other GB parcel noted in the map was being used as such. 59 Board: Zoning Articles are noticed in the paper and public hearings are held. Abutters are not typically notified. 60 Street Acceptance: Although the applicants have not formally filed yet,noted Great Lake Lane and Wellington. 61 Way may be requesting street acceptance. 62 Marijuana: The prohibition passed at the Special Town Meeting and the Moratorium expires in November 2018. 63 Board: Recommended that the temporary moratorium remain in place until it expires in November 2018 and to not 64 present a zoning article for commercial marijuana. Suggested to review that recommendation with Town Counsel. 65 66 Leslie Kulpinski, 19 Little Road: Reviewed statistical data related to various Board votes and the public's votes on 67 the Special Town Meeting warrant articles. 68 69 J. Enright: Asked the Board if they would like to consider electing Board Officers. 70 Board: Requested that Board elections be added to the next agenda and that this occur annually in the future. 71 72 MEETING MINUTES Approval of meeting minutes. 73 MOTION: A. Preston made a motion to approve the January 16, 23 & 30,2018 meeting minutes. P. Boynton 74 seconded the motion. The vote was 5-0,unanimous in favor. 75 76 ADJOURNMENT 77 MOTION: E. Goldberg made a motion to adjourn the meeting. The motion was seconded by A.Preston. The 78 vote was 4-0, unanimous in favor.
