HomeMy WebLinkAbout2018-02-08 Community Preservation Committee Minutes Community Preservation Committee Minutes of February 8, 2018 Present: Chairman John Simons, Terrance Holland, Tracy Watson, William Callahan, Albert Fowler, Marybeth Soucy-Larkin, Denevan O'Connell and C.J. Gangi Absent: Deborah Feltovic Chairman Simons called the meeting to order at 7:OOPM in the second floor conference room at Town Hall. Closeout North Andover Housing Authority Projects Cathy Hoog, Director of the North Andover Housing Authority, stated that three projects could be closed. Ms. Hoog stated that she expects to finish two open projects this year-senior housing refurbishment and family housing. Everything has been put out to bid. Tracy Watson made a motion to close out North Andover Housing Authority project numbers 1310, 1319 and 1320, seconded by Denevan O'Connell. Motion approved 8-0. North Andover Housing Authorily Proposal Cathy Hoog explained the Housing Authority's application for this year. They are looking for funding for 4 projects. To put emergency generators at three of the properties,pave the parking lot at Bingham Way, kitchen and bath upgrades at Family Housing and new apartment doors at four properties. The Committee asked about having an assessment done for all the properties. Chairman Simons was concerned that four projects at once was a lot and the committee had no information as to whether these projects are the most pressing items. Ms. Hoog stated that she felt these are the priorities and then after these 4 are done, a study should be done. Chairman Simons asked that Ms. Hoog submit an application for a Property Condition Assessment. Mr. Callahan thought the cost for the generators may be too low given code requirements or needs of the building. Ms. Hoog was asked to get more information regarding the generators. Discussion about televising meetings Tracy Watson explained that she felt the selectman are going to be looking to televise all major board meetings. The Committee thought it was a good idea since they are trying to reach out to the community and people should be able to see what is discussed. Denevan O'Connell made a motion that future CPC meetings should be televised, seconded by Albert Fowler. Motion approved 8-0. Community outreach meeting Bill Callahan and Terry Holland will work on a power point and the committee can review at the next meeting. FY 19 Submittals The Committee reviewed the applications that have been received. Projects have been submitted by the Town Manager for the Playgrounds,North Andover Housing Authority, St. Paul's Episcopal Church,the Affordable Housing Trust, the Middle School Fields Redevelopment Committee and the Trustees of Reservations for a parking lot at Weir Hill. At the meeting on March 8t'the committee will vote on projects so reviews need to be completed by then. Chairman suggested they have 2 more meetings before the March 8'. Committee members will provide dates they are available so meetings can be scheduled. Community Preservation Committee Minutes February 8, 2018 Review financials Chairman Simons reviewed his spreadsheet that shows all projects that have ever been done and how much money is available in the fund. The Committee agreed to review what is left and vote to close projects that are done at the next meeting. Approve minutes of January 11, 2018 Tracy Watson made a motion to approve the minutes of January 11, 2018, seconded by Denevan O'Connell.Vote approved 8-0. Project Description (attach additional pages,if needed) 1. Emergency Generators-Fountain Drive (40 units of senior/disabled subsidized housing), Morkeski Meadows (60 units of senior/disabled subsidized housing) and Bingham Way(42 units of senior/disabled subsidized housing). The North Andover Housing Authority is applying for funds to provide emergency generators and installation costs of the generators to three senior/disabled housing development community rooms (community rooms only,not the apartments). The emergency generators would provide heat for a warming station and emergency charging of devices and cooking of food in the event of an emergency that affects the residents of NAHA. The emergency generators would also provide additional safe/emergency shelter for other residents in the Town of North Andover in the event that additional shelter was necessary due to a severe emergency. The total cost for this project is $80,600.00. Quotes for the work are included with this package. 2. Parking Lot Paving-Bingham Way(Bingham'Way-42 one bedroom units of senior/disabled subsidized housing). The North Andover Housing Authority is applying for funds to repair/reconstruct the existing asphalt parking lot at the senior/disabled housing development,Bingham Way. The parking lot is in very poor condition and is unsafe. The estimate for this work and the required Engineering is $79,000.00. This work will significantly impact the preservation of the affordable housing development. An estimate is included with this package. 3. Kitchen and Bath Upgrade-Family Housing(Francis and Baldwin Streets-24 units of two and three bedroom family subsidized housing). The North Andover Housing Authority is applying for funds to replace the crumbling/failing kitchen cabinets/counters/sinks and the original tiled shower/tub units at the Family Housing development in North Andover. Many of the kitchen cabinets/counter tops are crumbling and rotted from damage over time and the tiled bathroom showers with original rusting ceramic tubs are problematic to care for. Cracked tiles are causing water damage between tiles and adjacent walls. Replacing the showers with bath tub/wall liners is a cost effective efficient method for providing a safer,clean,long lasting quality product for families to use for showering bathing. This project will significantly add to the preservation of these affordable family housing units. The cost estimate for bath fitters shower/tub units and kitchen cabinets/counter/sinks is included with this application. It is estimated this total project will cost$154,000.00. 4. Apartment Doors-Bingham Way,Foulds Terrace,Fountain Drive, O'Connor Ieights. The North Andover Housing Authority is applying for funding to replace unit entry doors at the four developments listed above. Previous CPA funded projects have afforded NAHA to replace non-unit entry doors at main entrances of buildings which has made a marked difference in the safety and security of the developments. Residents routinely request projects that would replace the actual unit/apartment doors that lead into their homes. Many of these doors are in poor condition and are of very inexpensive low quality material. Replacing the actual unit doors and hardware to the apartments will give residents a sense of security and safety and will further add to the preservation of the affordable housing units. The project estimate is 631,400.00. The quote for this work is attached to this application.NAM has also included a quote to replace only the front doors to the apartments in these developments. By allocating funds directly to the Affordable Housing Trust the need to wait for Town Meeting approval is eliminated. The Trust is able to fund specific projects in a timelier manner than the Community Preservation Committee, allowing the Trust to take advantage of real estate opportunities that may arise. The Affordable Housing Trust does not have any recurring income. We are asking the Community Preservation Committee to provide the Trust with a source for recurring income so the Trust can continue to increase and maintain affordable housing in North Andover. Most cities and towns in Massachusetts that have adopted the Community Preservation Act use CPA funds to support their municipal housing trusts. Current Initiatives The Affordable Housing Trust is investigating a multi-unit property in town that has been vacant for several years. By concentrating on abandoned properties we are able to accomplish not only our main goal of providing affordable housing, but also a secondary benefit of cleaning up our neighborhoods. The trust is also exploring opportunities with developers to subsidize units in new developments in exchange for an affordable restriction on those units. The Trust's focus this year will be on housing for our senior citizens. Lastly, the Trust will be working with a consultant to develop an Action Plan which will outline our affordable housing needs and goals for the next five years. Trust Accomplishments 2017 was a busy year for the Affordable Housing Trust (AHT).The Trust used $100,000 of Community Preservation Funds and $79,500 in trust funds to help Bread & Roses Housing purchase a property at 13 Annis Street.The property is in the process of being renovated and will be sold to a qualified buyer in the spring. The Trust also provided funding to Bread & Roses Housing in the amount of$223,000 to purchase a property at 51 May Street. Renovations to that property have been completed and we expect a buyer to be chosen in the next few weeks. This year the Trust also started a new initiative in order to preserve units on the Subsidized Housing Inventory. The trust is working with CHAPA to identify units for sale that currently have the "old" deed rider which does not survive foreclosure. The Trust provided funding for a unit at Kittredge Crossing in the amount of$7,555 for repairs to the unit in exchange for the buyer executing the Universal Deed Rider. This means the unit will remain affordable in perpetuity, even if it is foreclosed upon. In 2016, the AHT received $100,000 of Community Preservation Funds and used those funds along with AHT funds to assist Bread &Roses Housing in acquiring the property at 70 May Street for$140,000. This property had been an eyesore in the neighborhood for years as the elderly homeowner could no longer care for the property. This project not only added affordable housing to North Andover, it provided a benefit to the neighborhood by constructing a new home on the lot. In 2015, the AHT received $100,000 of Community Preservation Funds and used those funds to assist Bread & Roses in acquiring the property at 64-66 May Street. In addition to the CPA funds, the AHT contributed $172,076. Two North Andover families moved into the property, finally realizing their dreams of becoming homeowners. In 2013, the AHT partnered with Bread & Roses Housing to acquire and remodel a single family home on Waverly Road and sold to a North Andover resident for $175,000. The Trust contributed $110,000 of the total development cost of$310,000. Over the last several years, the trust has helped preserve affordability in 40B resales by reimbursing certain closing costs to the seller, provided the buyer accepts the Universal Deed Rider. For the remaining playgrounds, we hope to accelerate the plan so that all playgrounds will be completed in the next 4 years. We anticipate requesting funding in the amount of$200,000 in FY20, FY21 and FY22 in order to complete all town and school playgrounds in 7 years. In addition to funds from CPC, the Town has committed $50,000 annually in capital expenses for playground renovations and $25,000 for annual maintenance. Please see attached Playground Master Plan summary. s • M M PLAYGROUND MASTER PLAN Enclosed is the Town-Wide Playground Assessment Report for addressing needed maintenance and improvements to North Andover's deteriorating playgrounds. BACKROUND Last year, after receiving feedback from several stakeholders regarding the Community Preservation Committee (CPC)vote to fund one playground without any plan in place to address the other playgrounds in town, the Town Manager was asked by the Board of Selectmen and the Community Preservation Committee to develop a comprehensive long term plan for the playgrounds. The Town hired Christine Scypinski, a Registered Landscape Architect,to study the playgrounds and provide an assessment of each playground based upon criteria related to safety, ADA compliance and maintenance. Because the Sargent School is in the process of installing a new playground,partially funded by Community Preservation Act funds approved at Town Meeting in FY2015, they were not included in the study. Once all information was gathered, Ms. Scypinski ranked the playgrounds,based on objective criteria, from those needing the most attention to those needing the least attention. Kittredge School playground was found to need the most improvements, followed by Carl Thomas, Franklin School and then the Drummond playground. Once the assessment was complete, a meeting was held with representatives from the town manager's office, school department, department of public works, school PTOs and the school committee to review the report and discuss its findings. The main goal of the meeting was for the group to come to some consensus regarding how the town should proceed as it relates to requesting funding from the CPC. Because the assessment was based on an objective analysis and not any subjective criteria, it was important to obtain feedback from various stakeholders regarding the assessment and whether everyone agreed that the town should move forward based on the rankings in the report. PLAN The group unanimously agreed that, considering all factors both subjective and objective, the plan would be to address the playgrounds in the following order: 1. Franklin Elementary School 2. Members of the Middle School Fields Improvement Committee previously met with various user groups, the school committee, school administration and other town departments to develop a final conceptual design of the improvements. The Town of North Andover executed a contract with Waterfield Design Group to prepare contract documents for construction including drawings, specifications and a bid package based on the final conceptual design. Waterfield is currently undertaking this task with the goal of having bid documents for the initial phase of construction completed by early 2019 with construction beginning in the Spring of 2019. In its current condition, the field complex includes areas that are under-utilized as well as facilities that are in disrepair and in need of replacement. SAINT PAUL'S IN THE NORTH ANDOVER COMMUNITY Saint Paul's has been a part of the North Andover Community for over 137 years. All are welcome at St. Paul's. The Church and its associated buildings are used for church services, wedding, funerals, church business and the like. The Parish Hall is one of the largest meeting spaces in North Andover. Although the church is a private, not-for-profit religious organization, the associated buildings on the campus are used by the community for AA Meetings, the Community Cooperative Pre-School and community yoga classes. In addition, three girl scout troops and an East Indian dance troupe meet at the facility. The Saint Paul's Christmas Fair has been enjoyed by the North Andover community for over 100 years and one half of the proceeds are given to local charities every year; in 2017 $7,541.00 was given to area charities (Fair booths and decorations are stored in the Rectory and Garage). The Church is also in the process of applying for a grant to support an after-school program for North Andover middle-schoolers. Our efforts towards community outreach include a yearly summer-time cookout with the North Andover Senior Center and a "Blessing of the Animals" service which is held outside in October, an event that attracts many people and their animal companions to our front yard each year. The Parish Hall is also open for rent at a reasonable cost for bridal showers, baby showers and the 1 like. The Rectory is the home of the Rector, who provides immediate supervision of the property. Our Rector, the Reverend Sarah Mato, the St. Paul's vestry and its parishioners all welcome the use of our buildings by the community and would be willing to partner with the town to provide a venue for events in our Parish Hall. 3. HISTORICAL AND CULTURAL SIGNIFICANCE According to the Massachusetts Historical Commission's MACRIS database, Saint Paul's Episcopal Church is considered an historically and architecturally significant property comprised of the Church (1881), the French Memorial Building (1893), the Parish Hall (1915) and the Rectory (1919-20). The property has a significant history as part of the Mill District, as designated by the Town of North Andover. The campus is situated on Main Street and located across from the Stevens Memorial Library, Tavern Acres and Memorial Park, areas identified as significant on the National Register of Historic Places; please see attached Exhibit A. St. Paul's was established to support the changing character and demographics of North Andover during the late 19th century. During most of its history, North Andover was an agrarian town and its residents depended on farming for their living. As cities like Lowell and Lawrence grew up around the power of the Merrimack River, business entrepreneurs in North Andover capitalized on the location of Cochickewick Brook. The Sutton and Stevens families established modern, integrated textile manufacturing mills in and around the area of what is today Water and Elm Streets. The Davis and Furber Machine Works also established mill works in the area. With the establishment of the mills came the need for labor beyond what the town could provide. Soon, about 200 English immigrant families came to North Andover to work. These English immigrants brought a desire to worship in a church that provided familiar Anglican services. The railroad also came to town during this period, bringing wealthy Boston and Salem families to summer at local boarding houses or their country estates in North Andover. Many of these summer residents were Episcopalians who followed the American form of Anglican worship. Seeing a need for an Episcopal Church in town, the mill owners and prominent families in North Andover, including General Eben Sutton, J.D.W. French, General William Dale and the Brooks Family, among others, came together with Reverend William Lawrence, rector of Grace 2 Church in Lawrence, to establish St. Paul's as a mission church. With astute foresight, these town leaders—along with George Kunhardt owner of Kunhardt Mills and builder of the magnificent North Andover estate Hardtcourt, now referred to as Campion Hall, Elizabeth Priscilla Stevens wife of prominent industrialist Nathaniel Stevens, and Charles A Appleton successor of the Dale family Homestead, known for his leadership of the school committee and leader of the establishment of Bradstreet School—located St. Paul's in a central location by what is now Main Street such that mill workers, agricultural workers and summer families could meet and worship in a convenient and central location for all. Construction began in 1881 and the Reverend Augustus Amory was recruited to lead the establishment of the first congregation, which held its first services in the new church on Easter Day, 1882 when the church opened its doors to the public. St. Paul's has continued this tradition of welcoming parishioners and the community of North Andover through its doors to the present day. 4. PREVIOUS PRESERVATION EFFORTS AND IDENTIFIED NEED The Saint Paul's campus contains four historic buildings, the Church (1881), the French Memorial Building (1893), the Parish Hall (1915) and the Rectory (1919), which were built more than or near one hundred years ago. As with most churches and historic structures in North Andover, the buildings are constructed of materials that were available at the time they were built and energy efficiency was not understood in the same way it is today. The Saint Paul's campus is therefore a beautiful and representative example of historic architecture that helps the public understand and appreciate the cultural norms of North Andover society at the time the structures were built. In the past, non-profit institutions such as St. Paul's were able to rely upon the private funds of parishioners—and often one or two wealthy parishioners—to help preserve the historic structures that are now so integral to the landscape of North Andover. Today, the cost of building preservation for historic structures, particularly large buildings such as those found on the St. Paul's campus, are beyond the capabilities of private funding alone. To address the property preservation issues now facing Episcopal churches, the Diocese of Massachusetts sponsored a coordinated capital development program called 3 "Together Now" in 2012. This capital campaign used Diocesan professional skills and materials for Diocese-wide fundraising and then funneled the capital back to the parishes for building preservation, outreach and mission. In 2013, St. Paul's raised $150,000.00 for building preservation, which was to be granted over a five-year period. Prior to the "Together Now" campaign, the parishioners of St. Paul's also invested significant funds to preserve the St. Paul's campus. Thus, over the course of the past ten years, combining parishioner funds and "Together Now" funds, St. Paul's has spent roughly $290,000.00 to restore, preserve and make St. Paul's as energy efficient as possible, given the time frame when campus structures were built, to wit: 2007/2008 Rebuild of the rectory interior, including ceilings, electrical, fire alarm, doors, kitchen and bath; deleaded classrooms: $90,000.00 2011 Rebuild of sanctuary lighting: $10,000.00 2012 Replaced roof on rectory, replaced sanctuary furnaces: $25,000.00 2014 Rebuild of kitchen to Board of Health standards: $15,000.00 2012-2017 Funds received from the Together Now program: reshingled and painted front and side of Church/French Memorial/Parish Hall, rebuilt windows, restored stained glass windows, restored organ pipes, rebuilt cross over main church door: $150,000 .00 Total funds expended by St. Paul's for building preservation 2008-2017: $290,000.00 Although a great deal has been accomplished to preserve the St. Paul's campus over the past ten years so that our buildings may continue to be used by both parishioners and the community, the Vestry and the Property Committee also recognize that additional funding is needed to complete the work which will protect this historic site set on Main Street. Over the past thirty years, numerous public initiatives, such as the Community Preservation Act, have been put in place to help institutions such as St. Paul's enter into public/private preservation partnerships so that, as a community, we may conserve the historic nature of many buildings in town for the benefit of all North Andover residents. 4 5. PROPOSAL SUMMARY St. Paul's respectfully requests $175,000.00 in Community Preservation Act Funds which will be used to continue and complete exterior restoration work throughout the Main Street campus. The below narrative describes the work contemplated. A detailed schedule of work items and their costs is attached as Exhibit B. 6. THE PROPOSAL Background: The Saint Paul's Campus on Main Street is a complex of four structures as illustrated below: Parish G �` Hall ,a 1 n Chapel Plot Plan The Chapel: The Chapel, also known as the Sanctuary, was designed by Rotch and Tilden, a Boston 19`h century Boston architectural firm. This building is open to the North Andover community to be used for religious services, baptisms, confirmations, weddings, funerals and similar services. The cornerstone was set in 1881 and the building was completed in 1882. 5 • The French Memorial: When built, what is now called the French Memorial was then known as the "parish house" to expand the more secular activities of the parish. One of the principal and early functions of this part of the building was the establishment of a Girls Friendly Society. This Society was meant to be a setting where young girls working in the mills could come for social connection and engage in community service. Funds for the building were given by J.D.W. French and his sister, Cornelia Ann French in 1893. The French family were wealthy Boston patrons of the church who established a model farm in North Andover. J.D.W. French was a leading cattle breeder and horticulturalist and he is credited as the founder of the North Andover Improvement Society. • The Parish Hall: The Parish Hall was designed by architectural firm Codman and Despradelle. The building was erected in 1916 to accommodate the expanding population of the parish and to serve as a community center for various activities. The large auditorium and proscenium stage have hosted many community plays and, during the war years, the space hosted movie nights. In the past, the Red Cross has used the facility for their blood donation program. The building was funded primarily through the generosity of North Andover residents George Kunhardt, Charles Appleton and Mrs. Nathaniel Stevens. • The Rectory: The St. Paul's campus was completed when the Rectory was built in 1919-20. In 1920, the minister's residence was relocated from the historic Blanchard Home, located at 10 Elm.Street to the new Rectory. With this move, church activities were consolidated onto the Main Street campus, the Rectory functioning as the minister's home and as the church office, where the minister would receive members of the public. Here it should be noted that St. Paul's might not be in the position to open its doors to the community in the manner it does today if our minister, Rev. Sarah Mato, did not live on campus in the Rectory, a visible building on Main Street. Her continuous presence and supervision of the property allows St. Paul's to continue to be a resource to all in North Andover. 6 Work Completed: As noted in Section 4 above, previous preservation efforts at Saint Paul's campus have been extensive. Due to previous efforts, the audit concluded that the "greening" of the building, as a practical matter, is complete. Our current energy efficiency efforts are being directed in accordance with the results of the audit as we work to install energy saving light bulbs throughout the building. 7 Summary of exterior work to be completed with CPA .Funds: 0 Chapel: 1. Eight leaded glass windows to be professionally restored and protected; miscellaneous carpentry on sills, soffits and siding to complete restoration and protection of the six leaded glass windows. ® The French Memorial: 2. Four rear leaded glass windows in the French Memorial to be professionally restored and protected. The front four leaded windows were appropriately restored during 2012-2017 preservation efforts. The Parish Hall: 3. Spot shingle replacement of roughly 150 feet of area along the back-side wall and on the dormers of the Parish Hall; 4. Existing and new work along the area referenced in No. 2 will need to be sealed and preserved with paint. Here it should be noted that painting a building of this age needs professional care due to the presence of lead paint. It is our intention to stabilize existing shingles rather than replace them in total. Replacement of all shingles vs. restoration of existing shingles would lead to a significant cost increase. 5. Six leaded glass windows in the front of the Parish Hall to be professionally restored and protected. • The Rectory and Associated Garage: 6. Spot shingle replacement around entire Rectory building and replacement of the cheeks of the BR1 dormer; existing and new work around the Rectory will need to be sealed and preserved with paint. Again, it should be noted that painting a building of this age needs professional care due to the presence of lead paint. It is our intention to stabilize existing shingles rather than replace them in total. Replacement of all shingles vs. restoration of existing shingles would lead to a significant cost increase. 7. Removal of old aluminum storm windows, which are not period accurate, as well as the replacement of current windows which are largely inoperative, energy inefficient and covered in lead paint. Install energy efficient insulated windows that appear to be period appropriate. 8 8. Removal of deteriorated wood shutters which will then be replaced with new shutters that are period appropriate. 9. Three leaded glass windows on the side of the Rectory to be professionally restored and protected. 10. Spot shingle replacement around entire garage building and skirt, which is adjacent to the Rectory; existing and new work around garage will need to be sealed and preserved with paint. Again, it should be noted that painting a building of this age needs professional care due to the presence of lead paint. It remains our intention to stabilize existing shingles rather than replace them in total. Replacement of all shingles vs. restoration of existing shingles would lead to a significant cost increase. Replace garage roof. • Chimney Restoration/Brick work 11. There are four chimneys that service the Chapel/French Memorial/Parish Hall. One is leaning and needs to be torn down to the roofline and rebuilt, one has a broken bond at the top that needs to be repaired and one needs minor repointing; the brick work under the French Memorial office kick-out needs to be rebuilt. • Miscellaneous Carpentry • As windows are repaired and replaced and the siding is repaired around the complex, it is understood that various carpentry issues will arise. To date, we have identified five exterior sills that will need to be replaced and significant work around the narthex (chapel porch). This project will be overseen by Mr. Tom Kooken, a St. Paul's parishioner and North Andover resident who is a retired engineer with 40+ years experience in construction. It is our expectation that this project will be completed within a year of receiving funding, much of the work to be performed during the summer when the Community Cooperative Pre-School is not in session. As stated above, although the church is a private, not-for-profit religious organization, the associated buildings on the campus are used by many different people and groups within the North Andover community. St. Paul's is a historically and architecturally significant property 10 located on Main Street and used by the North Andover Community and respectfully seeks CPC support and endorsement for CPA funding approval at the 2018 Annual Town Meeting in the amount of$175,000.00 to be used to preserve the St. Paul's campus. It has 210 feet of exterior wall, 2 stories, 29 windows—all wood with AL storms over, 4 doors — and wood shutters on about 10 of the windows. The garage is a standard 22X22 with the two big doors of a 2 bay garage. The wall condition is not bad, the paint job is really old but pretty tight; there's a bit of mold. We would repair the wood problems. And we would like to change the color, and it probably will be lighter. Weir Hill has become a busy, highly visited property for hikers, dog walkers, runners, bikers, cross country skiers, snow-shoers,and many other recreational users. As the hidden secret of Weir Hill has been discovered in the last few years,Stevens Street has become increasingly unsafe to all recreational users. With no parking lot currently on Stevens Street for the Weir Hill main entrance, on weekends and even many weekdays cars are lining Stevens Street. Children, dogs, families and individuals are put at danger as cars are driving at high speeds past them when they are trying to get in and out of their vehicles before or after accessing the trails at Weir Hill.The installation of a parking lot at Weir Hill off Stevens Street would remedy this issue and make a safer recreational opportunity for the residents of North Andover. The Trustees have already hired an engineer and landscape architect to design the layout for the parking lot.That design has been completed and funded by The Trustees, see attached layout.The architects, in their design,tried to achieve the smallest footprint possible when the parking lot is installed.There would be no trees cut down and the parking lot would not be an asphalt, pavement installation but instead it would be made from a permeable gravel and stone dust mixture.There would be erosion control set in place to insure no future run off on to the road or into the wetlands across the road.The parking lot would also provide ADA accessible parking spaces which Weir Hill currently does not have. This would hopefully allow for new users to be able to access this beautiful property.The installation of this parking lot would also provide for less wear and tear on the Stevens Street shoulder. Presently with the amount of traffic parking on the side of the road has caused issues of potholes and degradation over time.The DPW just recently renovated the Stevens Street shoulder and the installation of the parking lot would lead to a longer life expectancy of that investment by the town. This new parking lot would also be another access point for town owned recreational property such as Osgood Hill and Half Mile Hill hiking trails. It will also be a great access point for the cross-town trail system that we are working on with The North Andover Town Planner, Rebecca Oldham,This new parking lot would not only benefit Weir Hill recreational users but would be a safe alternative parking lot for many of the recreational opportunities in North Andover. The Trustees are asking for the CPA grant to fund the installation of the parking lot by an insured, licensed contractor.The Trustees will be on site regularly to make sure the contractors are following all environmental guidelines, by taking care of the vegetation,wetlands, and surrounding areas to leave no trace of disturbance after the parking lot is installed. After the parking lot is installed the Trustees will not be charging for parking,this project is solely for the safety of the recreational users and residents of North Andover How does this project help preserve North Andover's character? The proposed Weir Hill Parking lot would provide a safer recreational experience for all North Andover Town Residents. The proposed parking lot would be a small footprint on the open space at Weir Hill. There would be no trees cut down and it would not detract from the natural setting that the property provides off Stevens Street. This would allow for visitor's cars to be removed off the street, adding to safety, as well aesthetic value We would also add to the character of the Town of North Andover by adding up to date interpretative signs in the parking lot. The signs would explain the history and significance of the property for recreational users to better understand the property and its role in the community.
