Trombly, Eessers D 'Angelo , Lafond, Chepulis , Lewis , Resca. Assoc . Member Mr. Turano. Members Absent : Mrs . Kittredge . Assoc . Members Fink and Worthen, Called to Order at 7 :45 PM. 1 . Minutes of meeting 15 Feb. 1974 accepted as read. 2. Mr. Lally of Johnson Street requested to speak before the board regarding Appledore ; he had been unable to attend the Public Hearing on same . The board agreed to allow Mr. Lally to speak Mr. Lally first described the drainage problem on his property. The fire road to the reservoir is part of his driveway and the town placed a 10" pipe (approx. 2§' down) under this as number of years ago. He wondered as to the legality of his replacing this with as larger pipe . He then questioned some of the figures in -the 242-6 Notice of Intent , in particular the calculations regarding Sutton ' s Pond. He suggested that the proposed system would be inadequate , thereby causing the pond to overflow and erode its banks . Mr. Lally also questioned whether lowering or dredging the ponds would actually give a larger holding area ; had the rise of ground water been considered in the calculations for retention capacity/ Regarding the overall project, Mr. Lally concluded that the developer, in order to make as greater holding area, may destroy things which are presently retaining water and slowing velocity thereby creating as worse situation. 3 . The members of the Commission discussed at length the Appledore plans and hearing. A review of soil types in the area pointed out that there was as large area of Paxton soil - a hard pan clayey type with a high run-off factor, Mr. D' Angelo listid a number of concerns . He recomr,,iended that as different engineer might provide an alternative design on pond aize , waterways and dams. He also brought up the legal question of the probable change of conditions on abutting lands . Building on extremely steep slopes , fill around these structures , and hillside erosion were listed as major problems . Also of concern was the relocation of the Fire Poad to the reservoir and the subsequent relocat&pn of the water main. How would service be maintained during relocation? A general concern by a number of members was expressed regarding the volume of material but lack of factual data.
