Chepulis, C''Angelo, Lafond; Asses Member lir., Fink Meeting opened at 7:40 P-M- s 1a Reorganization-. .A motion was made by Mr. Chepulis and seconded by Mr. D'Angelo to keep the same slate of officers as are presently serving® VtJTF.T: to retain same officers for the forthcoming year Mars. Trembly, Chairman; Mr. DtAngelo, 'ice—Chairman; Mrs Lafond, 'treasurer; Mar. Resca, Clerk, UnanimCAIS vote, no abstentions. 2. Associate Members: A motion was made by Mr. Chepulis and seconded., by Mr. D'Angelo nominating Mrs Henry Fink and Mrs Frank Lewis as .Associate Members. A discussion was initiated by Mr hepulio who suggested we reactivate the program of having two high school students serve as associate members. Mr. Lafond commented that the program was established by John Roberts and was very successful, VOTED.* to elect Mr. Henry Fink.. and, Mrs Frank Lewis as associate members and to inquire of the school superintendent if two high school students could be 'selected to serve on the Commission as associate Membersa, Unanimous vote, no abstentions. 3. appointment of Committees: Aa Rules and Regulations governing Commission. Land, band purchased for conserva— tion use is under the control of the Commission and regulations as to the public use of these lands can be enacted by the Commissions Inasmuch as the Rae's Fond parcel will be purchased soon, a committee to draft a set of regulations must be formed* The Chair appointed Mrs. Kittredge and Mrs Lewis as a committee to draft a set of regulations governing the use of lands held by the No, Andover Commission. These regula— tions are to be prepared for the September meeting of the Commissions B. Land -chase It was recommended to table appointment of this Committee until a full meeting of the Commission could discuss the directions this committee is to take. C. Lewis dinner: The Chair appointed Mr. Lafond and Mrs Fink as a committee to arrange a dinner for July 16, 1975 - cont. Mr. Frank Lewis who resigned as a regular member of the Commission in the spring. 4. Final Order of Conditions issued by Dept. of Natural Resources on File No. 242-9, Planning Office for Urban Affairs, Waverly Road project. The orders issued by DNR were read and entered into the official records. No discussion was held. No motion was made to request a hearing before DNR concerning their decision. 5• Wetlands complaint: J. J. Scegadelli, Hillside Road. A request for compliance had been issued on this case some time ago. No action was taken by the developer. Fill is still being stockpiled on the site and water flow has been impeded causing damage to adjoining property. VOTED: to send a request for compliance to the lot owner with the stipulation that if no action were taken within a week, a Cease and Desist Order would be issued. Unanimous vote; no abstentions. 5. Planning Hoard Referrals Salem Forest Definitive Plan. These plans were reviewed by the Commission with input given by Mr. Chepu,lis. VOTED: that the site involved required a Wetlands Permit and a Notice of Intent must be filed with the Commission. Unanimous vote; no abstentions. At 8:13 P.M. the meeting was recessed and a Public Hearing opened on the Notice of Intent of Dr. Paul Seccareccio, 233 Johnson St. , North Andover; File No. 24.2-11. Minutes of the Hearing are contained in that file. The Hearing was closed at 9:30 P.M. At 9:30 P.M. the regular meeting was re—opened. 7. A discussion of the proposed project described at the Public Hearing was held and it was decided that an Order of Conditions could be drawn up immediately. VOTED; on the motion of Mr* D°Angelo and second by Mr. Chepulis, the following conditions were set on File No. 242-11: 11. All construction must be according to the plans submitted with the Notice of Intent. 2. The future sewer connection as shown should be approved by the No. Andover Board of Public Works, especially with regard to the depth of pipe below the stream and the protective cover encasing the pipe. 3. Steps shall be taken to prevent siltation during and after construction in aecord— an6e with good engineering practices." VOTED: unanimous; no abstentions. 8. Miscellaneous: A. A discussion was held on the work being done by the Highway Department install— ing granite curbing along the main streets and around the various triangles. It was VOTED: to send a letter to the Highway Surveyor commending the fine job he and his department are doing on this project. Unanimous vote; no abstentions. B. The Commission received notice of a DPW meeting on July 24 concerning a Snow and Ice Control Experiment to be done this winter by the DPW. C. A notice was received concerning a Merrimack Valley Planning Commission. meeting, July 23, reviewing their Corridor Planning Study Report on Route 114. Mr. Fink July 16, 1975 — cant. offered to attend this workshop on behalf of the Commission. D. A book was received from the Soil. Conservation Service entitled "Guidelines for Soil and Water Conservation in Urbanizing Areas of Massachusetts". It was VOTED to purchase additional copies of this book. E. A discussion was held on the actively progressing wetlands cases. It was decided that the Chair would appoint individual members to inspect all active cases and file written reports. There being no new business, the meeting adjourned at 9.52 P. I.
