A letter had 'been received from the Board of Health on Octobe~r 20, 1953 inviting the Planning 'Board mambers to meet with them on October 2§, 1953. All the members were notified. Members attending this meetings Frank W. Lee Richard G. Whipple and Frank G. Driscoll, Jr. M~tion was made hY Mr. Whipple and Seconded by~ Mr. Lee and it was VOTED to adjourn the meet{ng at 9:15 P.M. Richard Ge Whipple, Nicholas Nicetta~ Howard Gilman, Frank W. Lee and I~ank G. Driscoll. ~r. Whipple read a letter from ~he Lawrence Planning Board which was dated ~ovember ~f, 1953 and was. an invitation to the. North Andover Planning Board Memhera to attent a mee%~ in Law~ence relative te ~he relocation of ~he new route 28. The members had all been by'telephone when tJ~is letter was received advising them of the invitation. Mr. Whipple reported to the Board that he had attended the meeting which was held on November 13, 1953 and he felt that the North Sndover Board should ge cn xecord as to their epinion regarding the location of the new x~ute ~28. The matter was brought up that the Board had no Chairman since the resignation of Mr. Reinhold. Motion was m~e-by M~. Driscoll seconded by Mr. Gilman it was ~sly voted to elect Mr. Nicegta as Chairman of the Board for the 'remainder of the term. Mr. Nicetta was previously 'the Secretary of the 'Board se that a new secretsmy had to be elected at this tEme. Motion was ~de ~Mr. Driscoll seconded by Mr. Lee and it was u~B!mously voted to ele~ Mr. a~,a~ as secretary of the Board for the reminder of the term. Motion was made by Mr. Whipple seconded by Mr. Driscoll and it was un~fl~sly voted that the Board go on reco~d as tc their opinion ef the new l~ca~ion of Route ~28. It was the Board's opiniod that they favored ~he easterl~ route for the b~-pass of the present route 28 for the followi~ reasons, I-Such a route will relieve traffic from the ~ew Western Electric 2-Thi~ route would also relieve a certain sw~unt of traffic from the 'three bridges in l~ren~e during the rush hours. S-Such a route will serve more people in the La, eon?e, Mothuen, Andover and North Andover area than a westerly route. 4-It is quite possible whereas t~is read will undoubtedly pass through cut- lying district of the town that new industrial sites ~ay become available. · A motion was made by Mr. ~hipple that a vote be passed a s ef November 4, ?5.3 giving approval ef the plans of four lots which he had signed.for the Eegms~ry as not requiring the approval of the. Planning Board of North Andover and also
