The meeti~ was called to order by the C~ai ~rm~n in the Town Building at
7:30 P.M. This was a special meeting.
Me~bers present: ~icholas Nicetta, Chairman, Howard Gilman, Secretary,
Richard O. Whipple, Frank W. Lee and Frank G. Driscoll, Jr.
This special ~ee%ing was held to consider the four applications which were
heard oa February 1%, 195~. A lenghty discussion was held on each of the
four applications but no decisions could be reached at this meeting.
A ~otion was s~de by Mr. Lee, seconded by Mr. Gilman that these decisions be
postponed until the next regular meeting to~ be held on March 1, 1754.
The ~otion was carried by a three to one vote ~ Mr. Nicetta voting to postpone
the decisions and Mr. Driscoll and Mr, ~ipple not voting,
The meeting was adjourned at 11~00 P.M.

An application was received from Albert A~ Steinberg requesting the approval
of the Board for a proposed amendment of the Zoning By-Laws to change the
classification of a ~rcel of ~_~d located on the easterl~ side of Barker
Street from an ~s~r~teda~e~tdanttal to a Business District. The boundaries
and description of the above land were published in t~e Evening Tribune on
February 19 and February 27, 19%4. The Public Hearing was also advertised
on those dates and the abutters were notified.
Judge Willia~ Daley represented the petitioner and stated that ~he primary
reason for this petition was to convert an otherwise barren piece of land
into a valuable piece of property wh~oh wo~ld be subject to larger taxation
and the proposed use of which would employ between 20 and 25 persons. He
stated that Mr. Ippolito, the pros~otive buyer intended to put up a ~odern
up to date structure with landscaping which would be a credit to the Toga.
He aM stated that it was the intention of the prospective ~er to build
his home on the premises. He stated that this propoer~y covered about 33
acres of land a~d adJo~m~ an already existing ~siness area. Judge Daley
then read letters of recommendation from the following. Bernard L. Durgan,
Ma~or of Haverhill, Chief Dickey of Slaem N.H., North ~eding Board of
Trade~ Hudson Rogers~ Chief of Police of North ~eading and Ohief Feugill
of Methuen and City Manager McLean of Haverhill.
