Members present were: Mr. Nicetta, Mr. Gilman, Mr. Osgood, Mr. Bannan, and Mr. Finck. Mr. Chapin appeared before the Board in connection with the property he wants to buy from the Sutton Hill Company located on Sutton Hill Road. There is no road at the present time. Mr. Nicetta stated that the !ay-out has been approved. Mr. Chapin then read a letter from the Sutton Hill Company that they agree to put a drainage and road way in construction beginning in 1956. At the conclusion of the letter Mr. Chapin told the Board he would secure a copy of said letter and present it to the Board. The Board was id agreement with Mr. Chapin's plans, but he wotuld have to see Mr. Finck as he is the only person authorized to sign the plans. Mr. Finck appeared later in the evening and was told of Mr. Chapins case. He related to the Board he would tell Mr. Chapin he~wishe~ to look it over further before he signs it. The Board also went over the budget and signed a voucher for Mr. Ralph Brasseur for $39.50 for zoning maps. Also, Miss Doherty's voucher as clerk for $23.35 and Mrs. Balzuis's voucher as clerk for $10.62 and $1.25 for office su~p!ies. The balance of the budget now stands at $230.94. There was some discussion as to the North Andover zoning by-laws concerning the Steven's Mill property. The Board members were in ~ifferent opinion as to why Mr. Blackwell, Planning Board Advisor, zoned it as residenti~ and not industrial. The property in question is located in the area of Chickering Road and Steven's Mill Dump. Mr, Ntcetta then telephoned Mr. Blackwell, and the outcome was that he wot~ld appear before the Board Thursday, December 29 at 7:00 P. M. Mr. Osgood made the recommendation to ask the Town for an appropriation of $750.00. Mr. Finck seconded this motion. A~3 were in favor. Mr. Osgood motioned to adjourn the meeting at 10:45 P. M.
