December 29, 1955 The meeting was called to order at 8:00 P. M. by the Chairman. Members present were: John Osgood, Nicholas Nicetta, Chairman, Mr. Finck, Mr. Barman and Mr. The Board met ~thMr. Blackwell, Planning Board Advisor for the purpose of discussing some of the zoning details of Mr. Blackwell's rezoning Text. The Board discussed the property owned by Abbott Stevep~s~and his sister, Mrs. Rogers. The property is located from ChickertngRoed and Stevens Street. It is a 200 foot strip from the railroad tracks. He informed the Board through the Chairman that if any chan~es were made he would go along with the Board, if it was zoned restricted residential to the tracks. The other land im question which is owned by J. P. Stevens Co. Mr. Steven~s said he war opposed to any change, and wishes it to remain industrts1. He also made a suggestion that the land in Philip's Road should be zoned residentisl to protect the property owners. He also related to the Chairman that the area of Harkaway Road would be beneficial to the Town to have it zoned residential, as it is presently industrial. Attorney Lynch appeared and wauted to be a spectator at the meeting, but was toldit was not an open meeting. Mr. Bs~nan made a motion to go into an executive session. Mr. Osgoed seconded this motion. Mr. Finck opposed, Mr. Nicetta for and Nm. Gilmaunot voting. Since it was a tie vote Mr. B~an made the same motion once again with Mr. 0sgocd in favor, Mr Nicetta also, Mr. Finck opposed, and Mr. Gil~n not voting. Attorney Willis presented himself to the Board in the desire to also be a spectator of the meeting but was told by the Chairm~ that it was an e~ecutive meeting, and would he be so kind to attend the next'meeting if he had any business with the Board. Mr. Blackwell questioned the Board as to what boundries the Board would like to set on the rezoning text. The Board then asked him why he reco~end the Steven~s Mill area residential instead of Industrial. Mr. Blackwell replied that a good deal of the land is zoned industrial. Nr. Nicetta asked Mr.'B2ackwell if ~ll the industrial areas are shown on the map. Mr. 'BlackMel! replied th~ywere not, and went on further to say that the land close to Sutton Street on the southerly side is m~ly open and not industrially used, and in view of the nex~ twenty years the preservation should not recommend to the Town that it should be industrial or General Business.so long as the Town protected the continuance of the old town section, 140 December 29~ 1955 and was adverse to any other subtle change or increase in the old down town. Mr. Blackwell ~nformed the Board that he deliberately ommitted the business zones on the map because the scale of the map they would be to s~11 to study. He said that wb~t is now presently zoned for business in the old down town should rem~ as is, and ,11 the way from Elm Street to Sutton Corner. Mr. Finck suggested that itWould be advantageous to change the contour of the area to residents_l, but Mr. Osgood suggested leaving it zoned business. Elm Street is all Business down to Mem~ck. On the South side down to Bradstreet Road to Sutton Corner to the Railwead to the other side is also business. Churshes are exempt. There were a few more discussions as to boundries aud depth. Mr. Nicetta expressed ~ha%; he ,%hought the plans were good, and Mr. Osgood agreed. Mr. Blaekwell told the Board he would bring a diagram which would be more specific. He also asked the Members if they wished to recommend a new shopping district. Mr. Blackwell them made a recommendation to leave that detaLl non-conforming. He went on further to say that he did not zone all of Chickering Road industrial. The members agreed to this. From Chickering Road going up toward 0sgood that the north laster!y ~ide of the railroad cculd be changed to Residential. On the South side of the road between Wayne Street to Chickering Road is zoned for General Residential. Mr. Blackwell said that parcel of land could b~ industrial, He suggested a 500 food depth ju$cture of Osgood Street to Barker and right back into the Town line. Mr. Osgood asked abeut the arsa~on Hillside Turn by the Bypass of Turnpike and Hillside Road. Mr. Finck said it was rather far off to consider for a central shoPping district. Mr. BlackweLl cohered the question ~s to the telling the Town that the Board reeognizes the need of a Central shop~ing district ~nd when 20 acres of land are for sale it coDld be ' used for this purpose. A~ Members of the Board agreed with the center line of Court Street to ^cadem~ Road. Frontage ~0 feet. Land near Lake Cochickiwick is zoned rural. Mr. Blackwell ~uestioned the Board as to ~,~hat he could use for a bouudry from Steven's Pond to Marbleridg~ Road. Filling Stations in industrial districts are under control. The Board agreed with Mr. BlackweLl who is going to~ make the changes in the text. Mr, G~ ~mau, Secretary of the Board read a letter from the Board of Selectmen that they desire the Pl~ing Board to meet with them ~nday, January 9 at 8:00 P.M. Meeting adjourned at 10:55 P.M.
