Motion ~,ms made by Mr. Bannan, seconded by Mr. Osgood that in as much as final determination has not been ma.de as yet to location to new business areas, if any, it is recom~qended that action on the revised Zoning By-Laws be deferred. It was unsnimous. It was voted unanimously by the Board to defer action uatil the revisiem of the new Zoning By-Laws concerning the petitiom of Effe C. Konsta~dim wh~ wishes lamd zone~ from Gemeral Residential to Business. Mr. B~--a- ~de- a m~tion, seconded by Nr. Osgood and u~amimously vote~ that the applicatio~ of Robert Burke for a new shopping center be deferred until the revision ef the By-Laws. The Business Phase was the subject el the meeting. ~r. Blaekwell stated that North Andover is imnee~ of more pr~visi~s for retail business, since the dewm ~ ~usiness section obviously does not serve the nseds of all residents, and because thelocationimrelatiem to to~a growth ~-ot serve the future needs of the ~ Mr. Blackwell stated to t~ae audience that a questi~ of policy must first he settSed the townspeople before he o~ set up a definite business sectiom to meet the towm s need. Ne stated that the present business section is the dow~ town area of Nain amd Water Streets. The policy to be determined may be resolved by the answers to two principal ~uestiems. These are: Wb,t kind of retail expansioais desirable and what provision shall there be for kind and the amount? Shall there he enough to serve North Andover alone or se~-v~ the the needs of the adJot~f~g t~wnships? Shall it sea-ye one type of retail ~oning district in the To~m or tw~, one that mtght be General Business,and i~ addition, a separate classificati~, Neighborhood Business? Neighborhood Business heing restricted. Where shall new business be es+~blished in North Andover? Then, of how much, where, and how much depends o~ the future of wherever is decided Mr. Blackwell poimted out the present business area is restriet~ as to pax'kd.ag facilities, a~d present ownership,but most important was the depth desira~ilitywhich is restricted since residential builMtngs are part cf the present business area.
