The meeting was called by the Cheir~an at 7:30 P. 1/. M~abers in attendence: Nicholas
Nicetta, Chairman, John Osgood, Ralph Finek, ~s~es Barman and Howard G~lm..
Secretary Osgood read various letters to the Board fr~n R~y R. Far~, Federal Housing Act
sent by Leo T. Young, assistant engineer, Lawrence Process Company, Attorney John Lynch,
Mr. Blaekwell and the Department of Commerce, Division of Research request4~g a list of
new manufacturing concerns. Mr. Secretary moved that the list of manufactures he ~repared,
Mr. B~-~an seconded this ~otion. Two ~mes compromised the list~ Lawrence Process Co., and
Merrimack Reel & Spool.
The .~nutes of 1/arch 5 were read and accepted.
The clerk was asked te~e a note so as the Board could check~rlthMr. Blaek~11 fora
proposed revision of theBy-~aw for cases such as W5~liam B. Kent.
The Board signed vouchers for Davis & Furbur $4.00, clerk $35.00, Cornelius Hegarty,
Custodian, N. A. High School ~15.00, George E. Eversoa $ll.25 and Am/over Press Ltd. $26.20
which was put under the special aPPropriation.

High School Auditori~a.

Mr. Blaek~ell took the flo~ to delve /~rther into the Business Phase. He stated he has
greatly responded to suggestions made by the citizens of the To~n and others, and shewed
on the m~p illustrated an enlargement of the area do~ to~n on ~ Street which he proposes
for General Business Zca/ng.

put in effect Water Street, t/ain Street, Second Street, particularly out into ~4- Street
up into the pond shore from Second Street to Herr~c Street th~n on the to~ side of

He explained there was a ~=her of potiticas before the Boar~ at the present ti~e to be~
voted on at the To~m l/coting, and proposed not to say anything more about the~ He stated
there were two main considerations as to Business zones. One, -~e it large enough from the
beginning in one general location se there is a quite denen.t large scale business develop-
ment, make it big enought to avoid discriminati~a of favorite one landlord to anothor, and
a large enough area to permit for the empansion and parking. Two, realize that frc~ now
