The meeting was called to order at 8:00 P. M. Men~e presen%~ Nicholas Nicetta, Chairman,
John Osgood, Secretary, ~alph. Finck, James Barman and Rows rd Gilman.
Mr. Blackwell was also present at this meeting.
.Town Moderator, Judge Arthur Thomson came before tbs_ Board at 8:45 P. M. per request of the
Board for the purpose of finding the best way to present the new zoning by-laws at the Public
Rearings and Town Meeting.
Judge Thomson explained amendments depend on wording of the Article, for em,mple 20 thousand
eq~re feet would not runt in order, it must as far as the Town Meeting is concerned. The Board
·mst hold all Public Hearings before the Town Meeting. If the Zoning Law relates to something
which is def~-~_te and determined then~ so recite in the warning letter madeto T~ns people
for printiug of the warrent for the Town Meeting. On the other h.nd, if it related to a give~
area such as Village area with area 15 thousand square feet in so far as notification of the
hearing, he.rings should read 15 thousand square feet or such other area as may be determined by
the Town Meeting. The Board must give the waring to the people of a definite ascertained figure

Mr. Blackwell questioned if the same style of approach be for Georgraphic Boundaries2 Mr.
Thomson replied, the same theory would apply, by express given boundary of such area, se far
as publication of the Zoning By-Law, it will be lenghthy and involve some detail, and ea-~ont
avoid to propose as article would not suffice.
Mr. Osgood b~oyght up that notification of hearings would entail publication of the entire
proposal. Mr. Th~m-_on replied notso much as Town Meeting. Mr. Blackwell questioned if the
physical division of the tat should be one article, and if each l~ttle zoned section be
diffArent articles. Mr. 2homson assumed it would be a General fArticle.
If the Town Meeting comes to act on each recommendation of the Plan,4,~ Board. it may be done
orally, Mr. Thomson ~tated. The publication for the Article of the Public Hea~ings ~d Town
Meeting must be worde~ so it is clearly understood by all. Mr. Blackwell referred the Moderato~
to the table- of contents, and to the Moderator's point of view would he await a motion from the
floor. Judge ThomDson declared, he would not assume authority. The whol& text must be publishe~.
The Selectmen require no less than days notice from the date of the Hearing.. Mr. Blackwell
questioned if the Board may make recommendations at the Town Meeting different from what appearsl
on the text, then can the Board not also recommend such bo~nds as the Board may choose to recom-
mend. Mr. Thompson rep] led, articles in the Warrent at the annual Town Meeting, action thereon
would be deferred until Zo2ing is completed.
Mr. Osgood brought out the point that the tex~ would be printed in larger type, which could be
be sent to John Fitzgerald, who would retype it and cut it up to pass to the citizens at the
Town Meeting. Moderator Thompson agreed it would be wise for the people to have something to
follow.the By-Law, and suggested reaching the citizens through the medium of the Advisory Board,
which is letters sent to each individual in the community.
Moderator Thompson left at 10:00 P. M. The 'Board thanked h~m heartily for his aid.
The Board of Assessors supplied the Planning Board with a list of Business's in the Town
for the purpose of mailing out letters asking them if they would like to be zoned business.
The meeting adjourned at 11:20 P. M.
