HomeMy WebLinkAbout1956-10-22October 22, 195~ Special Meeting The meeting was called to order at 8:05 p. m. in the Board of Public Works of£i~e as the Court Room was being utilized for a special Town Meeting. Members present: Nicholas F. Nicetta, Chaiman, John Osgoodi Secretary~ Howard G~m--~ Ralph Finck, and James Barman. The Board unanimously agreeA that a letter should be sent by the clerk to Mr. Roy R. Fart asking h*m to appear at oL~r next meeting for the purpose of explaining to this Board why it should not rescind approval of his sub-division due to the strip~-g of loam off the land. Mr. Chsirman expressed that all applicants should post a bond on ~3] approved sub- divisions. Mr. Finck questioned if. the posting of the bond is forced, does it require if one part is adopted must another be? N~. Nicetta stated that bond could be posted street by street. The Board resumed the meeting in the Court Room 'at this period. The bond issue was taken up again. Mr. Finck read Section B. of the By-Law, and questioned if it would come within the realm of decision. Sectionl, Volume lA of the General Laws was obtained from the Selectmen concerning this: matter. Many views from the members of this matter were discussed. Mr. Osgood brought out that many other departments of the Town such as the Board of Public Works requires posting of a bond, and for this reason t?is would present a hardship on the applicant. The Secretary read a letter from the Board of Selectmen, dated October 16, 1956 relative to ~he Little Red Schoolhouse. The Selectmen have voted to contact the Building Inspector and request information on this issue which will be relayed to the Planning Board. Correspondence from Mr. Charles N. Thornton, 140 Mill Road, North Andover was read -by the Secretary regarding the legality of an earth movfug and trucking operation on Mill Road. A letter will be written to Mr. Thornton inviting him to our next meeting. Meeting adjourned at $:30. p. ~.
