Planning Board members present: Nicholas Nicetta, ChaL~man, James Barman, Howard G~l~.n and Ralph Finck, Board of Anpeals members ~resent: Ralph Finck, Chairman, Alfred Boeglin, Secretary, Nicholas Nicetta and Associate Member Daniel O~Learyo The Planning Board and the Board of Appeals met for the purpose of going before th~ Selectmen to orotest the improper issue.rices of building permits issued by the B~ilding Inspector. Approximately at ~:30 p. m. the Boerds went Before the Selectmen. At the conclusion of this meeting with the Selectmen, the members adjourned. ~-~ ~,~ Clerk December 3, 1956 - Reg. Mtg. The meeting was ca/led to order at 7:45 P. m. Members present: Nicholas F. Nicetta, Chairman, John Osgood, Secretary~ Ralph Finck~ James Bar,nan and Howard Gilman. Mr. Ralph Brasseur and ~. ~rino of the Lantern Corporation~attended the meeting, and presented plans of a proposed subdivision on Dale Street. Mr. Brasseur said as to drainage, there is a brook, and it is expected to pick up the drainage against the grade. He also stated it is piped on the proposed street with catch basins, mit was brought out that all drains will be shown when the definitive plan is presented~ As to the road, Mr. Brasseur brought out that one was needed in this developSent. Ahe proposed road measures 40' ir~ ~idth. (On the plan it appeared at 50~) The Chairman stated that a 38' travelway would be r~quired on a 50' road and 275~ on the iuside of the radius. Mr. Marino was to~d he wo~ld have~ to file an application with the Town Clerk as well as with the Planning Board. The Board presented them with a set of rules and regula- tions. A letter was read from Attorney John Lynch for ~. Roy R. Farr stating that he did not intend removing further loam on the premises located on Massachusetts Avenue and ChickerinE Road. He also stated that stakes for the proposed streets have been layed for the past severkl months. 189 A letter was reviewed from G. Hudson Driver of the Registry of Deeds requesting that plans be sent in smaller size to conform with filing limitations. Mr. Blackwell attended this meeting and disPlayed an over-all diagram of the Town. He pointed out that he has worked from the photo and detailed map~ and has reduced it to a 200' scale. Perry and Middlesex Street have been reduced to one fifth of size. Mr. Blackwell pointed out the over-all map can be done on two pieces of paper~ The Ordinance aha the map. Three quarters on one side will be map. One whole cold,mu of ordinance and all the rest of the ordinance on another sheet of paper the same size~ and the map of the whold down town. On the other side will be a mass of papers on street dimensions. He also stated that there will be two big papers one with an over- all map anH ordinance, the other the detail. He pointed out that the large seale with the property out-lined and zoned might run to three sheets' Mr. Blackwell stated that he has located the thirty-eight business spots, but there are some he could not find such as Bulgers Anims] Hospital, and the High Spot. expressed that there were some typ_ographical errors and deficiencies of descriptions~ also in some casSs where the property has been zoned more than once. For example~ one is Neighborhood Business and General Business zoned side by side. ~e specified this to be kept privately. He also expressed that thirty-eight business sPOts are under 3.74 which make all of the Spots General Business. In Section S.75 he is missingone of the boundary districts. He was perplexed as to the location of Saul~s Filling Station. He was furnished a plan from the file as to Mr. Sauls whereabouts of business~. He questioned if we ~hould wait to publish until the Town Meeting in March. Mr. Finok replied we should publish the text as it is. He queried if he could use the better description of the two distances or the sams conc~rming the McQuesten, Stevens and a few other properties. He was advised by the Board to use the better description. Mr. Blackwell stated that the ~ttorney General received a plan photo on the thirty- eight business spots. He estimated that the form would probably go to the printer be- fore Christmam. He listed the following expenses concerning this matter; Boston Blue Print, $35~.OO staff time, $100.OO supervision by Mr. Blackwell and also t~lephone time of w~ich he had no figures at this meeting. He stated he has made ~rsnsparanciez and tracings, an~ ~hoto transparancies, in addition, photo reductions ~to 200' scale. It was brought out that official publication in the newspaper would cost at least $1, O00. The members suggested that the Building Code should be undertaken first under Chapter #701. The Board was in agreement that a map showing each street of the and how it was zoned should be procured. Mr. Blackwell stated that three sets of a detail map should go to printing bidders. Mr. Finck~ upon return of a meeting with the Board of Selectmen related that Mrs. Griffin registered a complaint with the Selectmen in regard to Mr. Mangano who has a place of business on Chickering Road, by-having a trailer on his premises. It was decided that it is permitted as long as it is not being used for living quarters on the prentises.
