Byers,Thomas D. Ippolito,and Richard M.Vaillancourt Upon a motion by Joseph D.LaGrasse and 2"d by Daniel S.Braese,the Board voted to grant a Special Permit from Section 4,Paragraphs 4.122.14.b&4.122.14.1;and Section 10,Paragraph 10.3 of the Zoning Bylaw in order to construct a two-family dwelling on a conforming lot. Voting for the motion: Joseph D.LaGrasse,Albert P.Manzi,III,and Daniel S.Braese. Voting against the motion: Ellen P.McIntyre and Daniel R-Webster. The Board finds that the motion for the Special Permit petition failed to receive the required concurring votes from four members of this five-member board,per Mass.Gen.L ch.40A§9&§15. The Board finds that the applicant did not satisfy the requirements of 4.14.La.3.i&ii. The proposed new structure does not complement and reinforce the design features of this neighborhood nor achieve compatibility with architectural features in that most of the dwellings in the neighborhood emphasize horizontal lines,while the proposed new structure emphasizes vertical lines,per photographs submitted by a direct abutter. The square footage of the proposed duplex is greater than the square footage of any direct abutter,single or two- family dwelling,per charts submitted by a direct abutter.
