Mi/desktopfIRCform RECEIVE® NOV 4n NORTH Ai%�,,,,,u�;R PLANNING DEPARTMENT North Andover Integrated Pre-School Building Project Purpose: The building will house the special education integrated preschool program, the substantially separate preschool program and provide the flexibility to house kindergarten classes should space needs require it. Construction of a facility to house the special education preschool programs will free up critically needed elementary classroom space and relieve some overcrowding in North Andover's elementary schools. Why do we have a pre-school program? The Federal Individuals with Disabilities Education Act (IDEA) and MGL Ch. 71 B require public schools to educate all special needs students age 3 through 22 and to develop and implement Individual Education Plans (IEPs) for each student. An IEP is a legally binding document which identifies instruction and services necessary for a student to access the curriculum. The IEP also includes a placement consent form identifying the location where services will be provided. To comply with the IEPS of our three to five year old population North Andover operates the North Andover Preschool CUBs program. This program integrates moderate special needs students with typically developing students. DOE mandates that each class has no more than fifteen students and a student ratio of 49% special education to 51% typically developing students. We also provide a substantially separate program for students with severe needs. These classrooms can accommodate up to seven students and serve children who are integrated into the general school population for less than 40 .ercent of their school day. Y Both our preschool and elementary school programs include substantially separate classrooms for children diagnosed with Pervasive Developmental Delay (spectrum which includes Asperger thru Autism) and substantially separate classrooms for medically fragile children (Cerebral Palsy and other significant developmental disorders requiring tracheotomies, feeding tubes, seizure precautions and medications). The need for special education classroom space is a fairly new problem. The 2001 Master Facilities Planning Committee first broached the need to identify space for North Andover's federally mandated preschool program. Twenty years ago we had fewer special education students in our system and most were placed out of district. We can no longer afford this option. While providing services in-district is less costly than out-of-district tuition, we struggle to find classroom space for our growing special education population. Conclusion: In conclusion, construction will allow the School system to: • Meet Special Education Mandates in the most effective and cost efficient way • Provide permanent home for our preschool special education program, enabling us to be eligible for state grants and national accreditation. • Small scale redistricting will be made possible to help relieve some elementary school overcrowding • Continuing providing full-day kindergarten option • Provide time needed to develop master plan to address the long-term space needs of the district. Re: Special Permit—Site Plan Review Londi's—674 Turnpike Street North Andover, MA MAI Job No. 497.01 This Memo provides an overview of the proposed project referenced above which is to be reviewed by the Planning Board under Section 8.3 of the North Andover Zoning Bylaw. 674 Turnpike Street (Route 114) is a 54,004+ S.F. (1.24±Ac.) parcel of land located on the easterly side of Turnpike Street between two (2) paper streets (Booth on the North and Saville on the South), referenced as Lot 21 on Assessor's Map 98-D. The site contains a two (2) story dwelling located in the northwest corner with parking adjacent to the building straddling the Booth Street layout. The Zoning District is Corridor Development District 2 (CDD-2). The rear 2/3 of the parcel is wooded with extensive wetland resource areas. The proposed project consists of a new 2,800 S.F. one (1) story commercial building with a 1,400 S.F. Restaurant (LONDI's) and a 1,400 S.F. Retail space. The proposed parking layout includes 19 spaces on-site for customer use and 5 on the adjacent Booth Street for employees. Site access/egress will utilize the existing Route 114 driveways presently located within the adjacent paper streets. In order to meet the requirement of the 50 foot No Build Setback for Wetlands and accommodate the 25 foot two-way travel aisle within the site, the proposed building would be located in the northwest corner of the site with minimum front yard setback from the street line. A corner of the wetlands (1,176 S.F.) would be filled and the 25 foot No Disturbance buffer would be adjusted.
