March 11, 1957 - Special Meeting
The meeting was called to order at7:h5 P.M. Members present were: Nicholas F.
Nicetta, Chairm~{ Jehn B. Osgood, Secretary; Robex~ J. Burke, James M. Barman a~d
Mr. Martin I~a~ler, the Building inspector, was present by request cf t~
Board to discuss the new Zoniu~ By-Law. Mr. Nicetta informed the Building
Inspector that at the last meeting, ~he Board decided that all applicants should
file a bond before any construction began, and he should not issue a permit until
th1 ~ was done.
Mr. Osgood stated after seeking legal counsel, that there was no ~,~iug c~
the bond issue, if'it is for the benefit of the T~m~ it sh~ld be d~ne. Ne
pointed out that a~ sub-divider that w~nted to get along with the Town would
pest bond.
A letter was composed by the Secretary, and se~t te the Sutton Ei~_l Develop-
me~t Co., Roy R. Fart and Arthu~ B. Colgate, all sub-dividers, that have no~ be-
gun a~ construction to date w~re to report to the N~A:'~h Andover P~ Board.
Mr. Barman made a motion, seconded by Mr. 0sgood that the Board sh=l~ strictly
enforce the provisions ef the Sub-divisien Oe~t~ol Law, Secti~ B, Item 3A for the
present and future subdivisions. It was una,~mously carried by the Board.
-A letter .~s sent to G. ~udson Driver, Register ~ the Nce~h Essex Registry
cf Deeds, stating the Boardts wishes to autherize Mr. Nicetta, Chairman of
North Andover Planning Board, to sign all plans not requiring app~eval ~f the
Planning Board due to the fact that Mr. Finck who has had the authorization cf
signing such plans is no longer a member cf the Bo~i. A copy was als~ sent
the Ccmmoa.ealth of Mass. Land Court.
A letter was received f~ma the Plymouth Planning Beard requesting a copy cf
the North Andover Zoning By-Laws.
