Osgood, ~ecretary; James ~ ~annan, Howard ~ilman and ~obert J~ Burke. ~r. Jo~n Blac~well was also present. Zhe meeting was called in order that ~hr. Black~ell could present to the ~oard an~ to the ~oard oi~ Selectmen the progress he has made in the new ouil~ng Oode. He gave copies to all present of a general z'eport showing various phases which the o~ilding Code would cover. This was oust a preliminar~ report and various changes will '0e mad~ as it is discussed wi~h the ~oarG and others. zhe ooard discussed with ~. Dlack~el! which sections of the B~-Law could be applied to the case oI ~eorge Schrender wanting to have a miniature golf course on a lot of 36~O00 sq. ft. On this same lot, he owns a gasoline station and leases it and has a real estate business in his house. It was thoroughl~ discussed as to whether or no~ there can be more than one business on a lot of over 25,000 ft. Zhe Boar~ referred to sections 4.3, 6.2, 6.4 and 6.41. · he Selectmen ~peared at 8~30 and proceeded to discuss wither. Black- well and the Board the report which Mr. Blackwell submitted. ~r. Black- ~ell explained that the report is not a draft of the code. He said the · wo main purposes of the code are to cover 0uilding collapse and fire protraction. iv[~,. ~inck spoke about have inspection of hom~s that are ready for occupancy. Inspect the hom~s after someon~ moves and befoz'e new tenant or owner moves in. ~'. ~icetta thought that fire stops should be necessar~ in an~ part of to~n. ~hat thej should be general throughou~ the to~n. One main point 0fought out was that the building code requirements shoul~ oe town-wide and not geographic. ~r. nlacK~ell explained that there are four standard codes used in the Onited 6tares. ~ and DOGa particularl~ applies to N=w ~ngland. He sho~ed booklets of building codes of various to~ns and cities. He showed the town of Andover Building Code which is a small booklet in which the various sections refer to National and State codes rather than fully explain the requirements. ~e thought that town bridges were exempt from the building Inspector, that Chapter 143 covers ~tate inspection of bridges, wharves, etc. There was also a discussion about have special footings under all walls. ~r. olacKWell said he-would hawe the drafttext in DecemDer. ~u~ther conferencds should be had with the ~ire Chief, building Inspector, %~irinE Inspector, etc. 222 A short discussion was held about having one ofl~ioe for the Planning Board, Ooard of Appeals, Ouilding Inspector, Wiring Inspector, etc. so that all phases of building, etc. ~ould come under one o~fice.
