Special Meeting
The meeting was called to order at 7:45 P~. The ,members present were:
~icholas ~. ~icetta, ~hairman, James M.Bannan and Howard L. Gilman.
· _r. Oohn ~. olac~well was p~esent.
This meeting was ca±led to meet with ~tr. ~lackwell concerning the
~uilding dode and street maps. Mr. Blackwell presented folders to each
of the members. All of the principle topics are covered by sections
and has spelled out completely requirements for home building. ~he
~own would probabl~ need a ~ull time Building Opector with one or two
deputies Only necessar~ when the Ouilding InspeCtor is unable to act.
~ discussion was had concerning building permit fees. ~r. ~lackwel~
says fe~s ~hould be easy to ~etermine and administer~ The Present
fees are, $3.00~Or less than ~l,000, up to ~lO,000; $10.00, $20,000 ~o
~25,000 etc. ~r. Olackwell's fees are - to $1,000 - $3.50; ~l,001 to
~5,000 - ~7.50; $5,001 to $ 15,000 - $15,00 etc. $75,001 and over
~1~5.00. ~h~ noard is agreeable to these fe~s.
· he Ooard discussed Section 2.12 concerning the report of the Building
Inspector to applicants for a 0uilding permit wit~An Z0 days ~rom re-
ceipt, etc. ~here were no provisions for cellars dug and left
ple~ely. ~hould specify no dwelling rooms in ~asements.
~r. OlacKwell sho~e~ street maps. H~?as a m~n at balem, ~ass. check-
ing streets, whether ~hey are ~tate, Gounty, ~own, etc. Ho wzll also
have a zoning map ready.

~z,. ~icetta asked ~r. ~lackwell about bection 6.61 of %he ny-Law and
about converting houses into apartments. Y~r. ~illis made a suggestion
%o ~kr. ~icetta a0out inserting that petitioner appear before the ~oard
of ~ppeals.
The ~oard ~iscussed an addition ~o the ~asonic Ouilding. ~his would
lawi'ullz De non-conforming under section 4.04. It woald go before the
ooax~a of appeals for a variance on the rear yard.
~hr. olackwell suomitted a street map to the no~.rd. ~e has to make a
coded cop3 of the map mo show ~hich streets are ~ta~e, Gounty, ~own,
zrivate, etc. ~e has a clot~ mas%er map at his office.
zh~ hoard and N~. olacKwell d~scussed f~t~re work on the new contract
such as; prepa~ng stud3 for school wor~ ~ith the Ochool ~ommittee,
stua~ oI' existing and future recreational facilities in ~own.
A tentative date of ~'rida~, January 17, 1958 will be set for a meeting
with ~lr. ~lackwell, the ooard of Oeleotmen, the ~'ire ~hief and ooara oI
~ire ".ngineers.
