Attorney Arnold H. Salisbury, 0ounsel_ for the Planning Board in the matter of the Sa~yer and/or Donovan property at SSlem TUrnPike, Hill- side aoad and Andover B~?ass was present at the mpe~ing aBd after ~ discussion it ~as unanimousl~ votea that the repor~ ce coneensee ane submitted to the annual zown Meetly% as its recommendation for action on Article 13 in the Annual ~own ~arrant. Attorney Paul ~elrose and an associate appeared~before~the Board and explained in detail the transactions concerning the purchase of the property lmm ~Lr. Donovan by All-Otates of Virginia, Inc. Mr. Nelrose explained tna~ i~ was ~ne intention upon purchase to erect a store for the sale of men's, women's, an~ children's clothing for Robert Hall and anothez- Ouilding for the sale of shoes by G. K. Kenney 0orporation. Mr. ~elrose expressed regret in behalf of his clients that a difficult situation had arisen concerning ~he original petition for reclassificatiq~ of ~he property ~o a Dusiness zone and that neither All-States of ¥ir- ginia, nobert Hall Compar4y or the Kenney Corporation were in any way involved, he further suggested that the ~oard gi~e favorable consider- ation to th~ establishment o~~ the Hall and Kernm¥ Stores for the reason that~the~ w@~ld o~at~ additional.$ax re~en~ an~...wOuld~be an ass~ to the ~own associate pointed out that legal action had been taken against ~r. Dono- van and that no action was contemplated against the Town of ~orth Andovcr in the event that the citizens at the Annual Town Meeting should vote to rescind its previous action of reclassifying the area for business use. ~r. ~elrQse said that if permission were granted Monday, ~arch 3, 1958 (Cont) 235 for the erection of a ~oDert Hal~ and a Kenney Store that all entrances and exits would be on Route ll4, none on Hillside ~oad And none on the andover By-Pass, the latter being a limited access highway. The RoOert Hall and KenneY Stores, according to N~r. ~elrose would employ local persons and that, the buildings ~ould constitute a minimum of $100,000 of taxable property'; a proposes drai't of a letter by Town Planner, John T. Blackw~ll to ~r. nudolph Alt was read outlining to Nr. Alt methods of recourse for use of the property at 1003 Osgood Street for experimental engineering work. It was voted that a copy of the letter be sent to Mr. Alt. Mr. Olac~well also submitted a s~ggested call for bids on printing of the ~orth anaover ~oning By-Laws. It was unanimously agreed that action De deierred on this matter until ~he meeting of the °card on the iirst ~onaa~~ oi' aPril thereby providing the opportunity for inclusion ol~ amendments to the n~-La~s as may be adopted at the Annual · o~n ~eeting.
