Regular Meeting
The Planning Board held their regular meeting on Monday evening, April 2, 1962 at
7:30 P.M. in the Town Building. The following members were present and voting:
James M. Bannan, Chairman; Robert J. Burke, Secretary; Howard G~l~n, George
Farley and William Chepulis.
There were approximately 15 people present.
Secretary Burke read the legal notice for the hearing for a subdivision. ~r. Burke
made a motion to wait 15 minutes since the engineer for N~llcrest Realty had not
arrived. Mr. Chepttlis seconded the motion and the vote was unanimous.
The Engineer, Mr. Grawford, from the George Hayes, Eng. office arrived and presented
the plans to the Board. He and the two Mr. Angelini's explained their plans to the
Board and the few abutters that were present. Ail lots meet the required 25,000
sq. feet size and have a frontage of 125 feet. There are three dead end streets
and anticipate that streets will possibly be extended by someone else.
Mr. Bannan informed them that they have to get septic tank arrangements from the
State. They will have to go to the State Board of Health. A letter was received
from the Board of Public Works but nothing has been received from the Highway Dept.

Mr. Angelini said that 22 houses are to be built and there will be hot top roads.
Mrs. Wilson, an abutter, is going to butld at end of turnaround and has an agree-
merit ~ith Hillcrest Realty as to the use of her land.
Mr. Giard, an abutter, stated he has a farm and 15 horses and wants to know if the
development would affect him. He also spoke about his getting onto the road, the
road just touches his land at one point. Mr. Crawford said to petition to the
Selectmen to take a piece of each lot to get onto the street. Mr. Burke said to
extend the road 50 feet would be better than aturnaround. Mr. Crawford said it
couldn't be done because of the contour of the land.
Atty. Roland Shermau, representing Sutton ~ Cc., an abutter, spoke about
accepting only one turnaround and what is done in Andover. He also spoke about the
Sutton Hill Preliminary plan and should consider their meeting and combining streets.
He also asked about the requirements of building roads and said the old requirements
are not too go~d.
Mr. Barman stated that the Board may have the right of insisting that sub-dividers
get together on streets.
Mr. Crawford said they could pipe the water down the side of the road to the brook.
Mr. Bashan stated that nothing can be done by this Board until we hear from the
Highway Dept. He also recommends that Hillcrest Realty contact the Fire Dept.
about whether or not a fire box is necessary. They discussed the hydrants as specified
by Mr. Duff. y, Board of Public Works.
Mr. Angelini stated that not all houses will be of same design, will build the type
of house the contour of land calls for.

Mr. Rash, an abutter, is pleased with the development.
Mr. Burke made a motion to take the matter under advisement. Mr. Gi~w~n seconded
the motion and the vote was unanimous.
Mr. Robert Deacon, cotuit Street, and some l0 residents of the sam~ street appeared
before the Board. They spoke about the terrible conditions of the street and
asked if there were any specifications and why street wash'% built upi Each buyer
paid $200 extra to have the road finished and accepted by the~Town.
Mr. Bannan read a letter from Atty. Randazzo saydmg the Planning Board had nothtug
to do with Cotuit Street. It w~s suggested that they get counsel to advise them
what to do.
The group then left to see the Board of Selectmen.
Mr. Giard again asked the Board if he cotGd have any assurance that he could keep
his horses. The Board said they could not be certain of anything.
Atty. John Willis appeared before the Board as representing Nazaire Giard andre-
questing a hearing for re-zoning as soon as possible so that an article could be
incl~ed at a special town meeting to be held soon. The land is off ~ss. Ave.
and Woodstock St. and is presently zoned Country P~sidential. He wottld like to
have it re-zoned to Village Residential in order to have a subdivision, which will
have sewerage, water, etc. The Woodstock St. property Which abuts this property
is zoned Village Residentisl.
Mr. Gilman made a motion to hold the hearing on Wednewday evening, April 25, at
7:00 P.M. Mr. Burke seconded the motion and the vote was unanimous.
Mr. Alfred Boeglin appeared before the Board to request a re-zoning hearing. The
Board voted to hold the hearing on the same evening at 7:15 P.M.
The Board discussed an illegal used-car license on 0sgood St. which is in an
Industrial section. A letter will be sent to the Board of Selectmen informing
them that a license should not be granted again.
Mr. Farley made a motion to Mr. Burke and Mr. Bannan $15.00 for expenses to
Salem Court session. Mr. Gilman seconded the motion and the vote was unanimous.
