The Plsnnin~ Board held their regalar meetin~ on lqonday evening, November ~;, 19~2
at 7130 P.N. in the Town Building with the folXowing me,bars presentt James H. Bannan,
Chair~an~ Robert J. Burke, Secretary; Howard Gilw~n, William Chepulis and George
Farley.
The Board signed plans for Nr. DeParis with the special stI? not requiring the
approval of the Planning Board. The me~bers discussed ~hy the plans should have 3
signatures. Mr. Burke said he would like to revise it so that any one meaber could
sign. He says people have to run all over towa to get the 3 signatures, it's
ridicv.lous to make the people go to al~ this trouble.
Mr. Barman said that alot of things come up that are doubtful and that 3 signatures
should be required.
Mr. Pheltm of the Board of Assessor's appeared before the Board and discussed with the~
the thought of a section of Turnpike Street being used for Industrial purposes. The
area near the Riding Academy. There are several owners in that rickety who are
interested in having the area re-zoned. He said it was also discussed at the Indus-
+~lal Development Oma. meetings. Mr. Phelan got the maps from the Assessor's office
and pointed out the specific area which would include approx. 80 acres. He said
there is no land left now in town for ~ndus~rial use. ~e said the Citizen's ~.
at the Center wants to come in and talk to the Board about it. Would like to have
something ready for Town Meeting.
Mr. Ashburnham from Stowers Associates of Hethuen brought in plL~s to be signed with
the special stamp not requiring Planning Board approval.
Mr. ~harles Foster, Building ~nspector, was present and asked the Board if they
were planning to change the lot sizes where there is now sewerage.
The Board said that if someone b~=£ngs in a petition the Board will act on it, but
will not do it on their own because there has Been too m~ch opposition in the past.
The Board discussed about being entitled to Federal funds. There is no official
street _wap that was accepted by the Town and the map that Blackwell drew up in now
obsolete. Mr. Barman continued that the Board should plan at the next ~eeting what
changes, additions, etc. are to be taken up befere Town ~eettng. 1. 0onsider the
Phelan proposal to re-zone a section of Tarupike Street for Industry. 2. Donlt
bring any changes unless the people bring in petitions. The purpose of the By-Law
origi~lly was ~o take care of lots as sewerage was installed.
Mr. Burke stated that he vas against hiring any T~ Planners like Blackwell. No
one can come in from out-of-town and te]_l us what needs to be done.
Mr. Chepulis said to get someone from this area that knowns what's what. We should
sit do~m and plan - get piece by piece, spaced over a period of years. You have to
know what you're trying to accomplish. We should have a master plan. We should
have an Industrial Park in North lndover.
Mr. Burke said that La~rence spent alot of money for an Industrial Park and it's not
working out too well. The government won't come in and back you up. I don't think
the To~n ~rill back us up at this ti,~. - maybe in a few years, but not now. We should
look around ourselves and inquire from ox.reefs if they are interested in re-zoning for
November 5, 1962 - cont.
Industrial land. Is definitely against outside Planners. We don't ~eed someone else
to tell us. The Town should have slow-controlled growth. Try one article this year
and see what happens. We should spell out just what we want Industris2, therels too
much in it now - cut some of the businesses out.
Mr. Bannan said we can smend anything in the By-Law. Mr. Blackwell stressed that
they're there to be amended as years go on.
Mr. Bannan requested that letters be sent to Roy Farr and Wil-Mac Realty a~sking
them to present their covenants so that action can be taken on their Sub-divisions.
Mr. Chepulis' talked about hot-top roads and stated we should require them. Mr.
Bannan said to wait until next month because Town Counsel Salisbury is drawing up
a list of the Board's duties, powers, etc.
Mr. Chepulis asked if it was necessary to have 2 Planning Board members on the
Board of Appeals.
Mr. Bannan agreed but that it would call for an amendment to the By-Law.
Mr. Farley said it gives the Planning Board more protection by having 2 members on
the Board.
Mr. Bannan said they are appointed as representing the Plaguing Board. We could
set that up for a hearing that the requirement of 2 members from the Planning
Board be amended. Also Phelan should bring in definite information of what they
want and then we can go from there. They should put it in. We could amend the
plan if we donlt approve at the hearing. We can support it. They should put it
in and speak for it.
