Mahoney, Chairman Date: May 30, 1996 .s Brookview Estates (Boxford Street) Preliminary Plan Denial The Planning Board herein denies the sixteen(16)lot Preliminary Plan located off of Boxford Street. The application was submitted David Kindred, Brookview Country Homes, Inc., PO Box 531,North Andover,MA 01845. The area affected contains approximately 43 acres in the R-1.Zoning District. This plan was filed as part of the Planned Residential Development process to determine the appropriate density for the subdivision. However due to a lack of information regarding proposed septic systems, the Planning Board is unable to determine the appropriate density. Findinjas of Fact 1. The Conventional Subdivision(Proof Plan) does not include all of the information required by Section 3 of the Subdivision Rules and Regulations as noted below: a) The flood hazard areas as determined by the Federal Emergency Management Administration must be added to the plan. b) Existing and proposed easements for utility lines, walks, and other rights- of-way must be added to the plan. c) Proposed drainage lines for both storm water and surface water and proposed locations for detention/retention ponds must be added to the plan.. d) A locus map of the subdivision,at a scale of 600 feet to the inch, and a key map shown at a scale of 200 feet to the inch showing exterior lines of all proposed streets in the subdivision and their location in relation to one or more existing streets, or portions thereof, shown and readily identifiable as to locus on the"Zoning Map,North Andover, Massachusetts" as amended. 2. The Conventional Subdivision(Proof Pian)does not adhere to all of the design standards indicated in Section 7 of the Subdivision Rules and Regulations. 3. Insufficient septic testing has been completed on this site to assist in determining the appropriate density. 4. The applicant must file with the Conservation Commission to determine the limit of the wetland resource area. 5. The Planning Board is also concerned about access to the buildable portion of lots 2 and 5 as access would require a wetland crossing. 6.
