The amendment includes changes to the northern and southern playfields including the construction of a synthetic material track field complex in the northern field that will host field hockey, soccer, a high jump area and three pole vault areas. In addition, a 720 s.f storage building, bleachers for approximately 250 people, a scoreboard and a retaining wall will be added in the northern playfield. Changes to the southern playfield include reconfiguration of the two originally proposed soccer fields to the west into one synthetic turf field to be utilized for football, soccer and lacrosse. This field will be lighted and bleachers for approximately 1200 people, a press box, a 3,615 s.f concession stand, toilet and storage building are proposed to be constructed north of this playfield. Grading of the two fields to the east have been revised to allow for potential future softball use. Resurfacing of the existing tennis courts will be included under this Amendment to the Special Permit. This Special Permit amendment was requested by DiNisco Design Partnership,Limited, 87 Summer Street, Boston, MA 02110 for the property owned by the North Andover School Department, 43 High Street, North Andover, MA 01845, for property located at 675 Chickering Road,North Andover, MA. This application was filed with the Planning Board on December 2, 2003. The applicant submitted a complete application which was noticed and reviewed in accordance with Sections 8.3, 10.3, and 10.31 of the Town of North Andover Zoning Bylaw and MGL Chapter 40A, Section 9. The Planning Board makes the following findings as required by the North Andover Zoning Bylaws Section 8.3 and 10.3: FINDINGS OF FACT: 1. This Special Permit is being issued as an Amendment to the Special Permit issued on May 14, 2001 for construction of the school facility. All conditions outlined in the original Special Permit remain in effect. 2. The specific site is an appropriate location for the project as it is located within a Residential 2 Zone and the modified use is accessory to the permitted high school facility. 3. The modified use of the playfields as developed will not adversely affect the neighborhood. Landscaping is provided and no additional parking spaces have been created as a result of the modifications to the playing fields. 4. There will be no nuisance or serious hazard to vehicles or pedestrians. The modification did not require an additional traffic review study nor has the accesslegress drives to the site been substantially altered. l 7 ' 5. The landscaping approved as a part of this plan meets the requirements of Section 8.4 as amended by the Planning Board, of the North Andover Zoning Bylaw; 6. The modified site drainage system is designed in accordance with the Town Bylaw requirements and has been reviewed and approved by the Outside Consulting Engineer, Vanasse, Hangin,Brustlin,Inc. 7. The applicant has met the requirements of the Town for Site Plan Review as stated in Section 8.3 of the Zoning Bylaw. 8. Adequate and appropriate facilities will be provided for the proper operation of the proposed use. The project is extending municipal water, sewer and utilities to the property to adequately address the needs of the project. Finally the Planning Board finds that the project modifications generally complies with the Town of North Andover Zoning Bylaw requirements as listed in Section 8.3(5) but requires conditions in order to be fully in compliance. The Planning Board hereby grants the modification approval to the applicant provided the following conditions are met: SPECIAL CONDITIONS: 1. Prior to the endorsement of the revised plans by the Planning Board, the applicant must comply with the following conditions: a) The final plan must be reviewed and approved by the DPW, VHB and the Town Planner and subsequently endorsed by the Planning Board. The final plans must be submitted for review within ninety days of filing the decision with the Town Clerk. 2. Prior to FORM U verification(Building Permit Issuance): a) The Planning Board must endorse the final site plan mylars and three (3) copies of the signed plans must be delivered to the Planning Department. b) One certified copy of the recorded decision must be submitted to the Planning Department. 3. The outdoor lighting facilities associated with southern playfield must be constructed in accordance with the approved referenced plan sheets, SKZ-1.20 and SKZ-1.20A. The lights shall not cast glare onto any residential premises or onto any portion of a way so as to create a traffic hazard. 4. Any signage plans must conform to Section 6, Signage and Outdoor Lighting 2 Regulations of the Town of North Andover Zoning Bylaw and must be approved by the Building Department. In no way is the applicant to construe that the Planning Board has reviewed and approved signage plans, associated with either the playfields or the concession stand, for Zoning Compliance, as that is the jurisdiction of the Building Department. 5. Prior to verification of the Certificate of Occupancy(concession stand): a) The applicant must submit a letter from the architect and engineer of the project stating that the building, signs, landscaping, lighting and site layout substantially comply with the plans referenced at the end of this decision as endorsed by the Planning Board. 6. The applicant must continue to retain the services of an Environmental and Construction Monitor as outlined in the original Special Permit and monthly reports shall be submitted to the Planning Department throughout the construction duration of the project. 7. Upon completion of the installation of the outdoor light structures associated with the southern playfields, the Planning Department must be contacted to arrange a night visit to review and confirm the lighting does not cast a glare onto residential premises or onto any portion of a way so as to create a traffic hazard. 8. Any action by a Town Board, Commission,or Department,which requires changes in the plan or design of the building, as presented to the Planning Board, may be subject to modification by the Planning Board. 9. Any revisions shah be submitted to the Town Planner for review. If these revisions are deemed substantial, the applicant must submit revised plans to the Planning Board for approval. 10. Upon Completion of the Project: a) The Planning Staff shall review the site. Any screening as may be reasonably required by the Planning Staff will be added at the applicant's expense. b) A final as-built plan showing final topography, the location of all on- site utilities, structures, curb cuts, playfields, parking spaces and drainage facilities must be submitted to and reviewed by the Planning Staff and the Division of Public Works. 3 11. The provisions of this conditional approval shall apply to and be binding upon the applicant, its employees and all successors and assigns in interest or control. 12. The work authorized hereunder shall be completed within three years from the date of this Order unless either of the following apply: a. the work is a maintenance dredging project as provided for the Act; or b. the time for completion has been extended to a specified date more than three years, but less than five years, from the date of issuance. This Order is not final until all administrative appeal periods from this Order have elapsed, or if such an appeal has been taken, until all proceedings before the Department have been completed. 8. No work shall be undertaken until the Order has become final and then has been recorded in the Registry of Deeds or the Land Court for the district in which the land is located, within the chain of title of the affected property. In the case of recorded land,the Final Order shall also be noted in the Registry's Grantor Ind under the name of the owner of the land upon which the proposed work is to be done. Where the Department of Environmental Protection is requested to issue a Superseding Order, the Conservation Commission shall be a party to all agency proceedings and hearings before DEP. 11. Any change to the plans identified in Condition#12 above shall require the applicant to inquire of the Conservation Commission in writing whether the change is significant enough to require the filing of a new Notice of Intent. 14. The Agent or members of the Conservation Commission and the Department of Environmental Protection shall have the right to enter and inspect the area subject to this Order at reasonable hours to evaluate compliance with the conditions stated in this Order, and may require the submittal of any data deemed necessary by the Conservation Commission or Department for that evaluation. Wpaform5.doc•rev.12/15/00 Page 3 of 7 AMENDMENT-NORTH ANDOVER HIGH SCHOOL-242-1045 At their meeting of January 28, 2004, The North Andover Conservation Commission(NACC)voted unanimously to amend the Order of Conditions associated with the design and use of the North and South Playfields, in addition to the repaving of the existing tennis courts. Amendments to the North Playfield include the construction of a synthetic material Track and Field complex with associated storage building, bleachers, scoreboard and retaining wall, which were originally designed and approved as two soccer fields. Amendments to the South Playfield include reconfiguration of two soccer fields into one synthetic. turf field. All sedimentation barriers shall be maintained in good repair until all disturbed areas have been fully stabilized with vegetation or other means.At no time shall sediments be deposited in a wetland or water body. During construction, the applicant or his/her designee shall inspect the erosion controls on a daily basis and shall remove accumulated sediments as needed. The specific points are referenced below and numbered inaccordance with Section 6 of the current submission instructions. 6.c DESCRIPTION OF PROPOSED CHANGES TO:THE PROJECT We are requesting an amendment to the Notice of Decision issued on 14 May 2001 for the North Andover High School project. We are.requesting approval to modify the approved plans for both the northerly and southerly located athletic fields, and to repave the existing tennis courts. Proposed changes to the northern playfields in the construction of a synthetic material trackkrand field complex.Within the confines of the track there will be a permeable synthetic - playing field that will host field hockey and soccer, and on the outskirts of the field, a high jump area and three pole vault areas:. East of the track,two shot-put arenas,two long/triple jump courses are proposed and to the north a'discuss/hammer area is proposed to be built, as well, as a natural turf softball field (with beam clay infield). The site plan as approved contains two soccer fields.Also proposed for the northern playfields is a storage building of approximately 720 square feet,bleachers for approximately 250 people, a scoreboard, and a retaining wall. Fencing and walks have been reconfigured and the drainage plan revised to accommodate the changes. Proposed changes to the southern playfields include reconfiguring the two originally proposed soccer fields furthest to the west into one synthetic turf multipurpose football/soccer/lacrosse field that will be lighted. . Bleachers for approximately 1,200 people and a press box/ concession/toilet/storage building are proposed to be constructed north of this,playfield. Grading of the two fields furthest to the east-has-been revised to allow for a potential future softball field. Fencing and walks have been reconfigured, and the drainage plan revised to accommodate the above changes. The proposed work on the existing tennis courts is for the replacement of the existing failing pavement. The newly proposed plan for the North Playfield involves the construction of a synthetic material track and field complex. In the original plan submitted with the NOI, this area was proposed to contain two soccer fields. Within the confines of the track there will be a permeable synthetic playing field that will host field hockey and soccer, and on the outskirts of the field, a high jump area and three pole vault areas. East of the track, two shot-put arenas, two long/triple jump courses are proposed and to the north a discuss/hammer area is proposed to be built, as well as a natural turf softball field(with beam clay infield). Also proposed for the North.Playfield is a storage building,bleachers for approximately 250 people, a scoreboard, and a retaining wall. Fencing has been reconfigured and the drainage plan revised to accommodate the changes. Proposed modifications to the South Playfield plan include reconfiguring the two originally proposed soccer fields furthest to the west into one synthetic turf multipurpose football/soccer/lacrosse field that will be lighted. Bleachers for approximately 1,200 people and a bleacher building are proposed to be constructed north of this playfield. The bleacher building will include a press box, concession stand, toilets, and a storage area. These above-mentioned modifications will result in an increase in impervious surface within the site over the previous plan. Drainage designs and grading, however, will prevent an increase in runoff peak to the adjacent BVW, or to the river, in compliance with the concept for the approved plan. n he Some of the newly proposed work is within the 100-Foot Wetland Buffer Zone and t 200- Foot Riverfront Area (RA), but the proposed amendments will not increase the amount of altered area within these setbacks. The proposed erosion and sedimentation controls during construction will not need to be changed for the proposed modifications. Finally, the applicants are also requesting approval to repave the existing tennis courts located near the high school entrance. The entire report containing the hydrologic computations and design information relative to the existing and original proposed stormwater conditions for the North Andover High School Site was submitted to the Conservation Commission by Schofield Brothers of New England, Inc. (revision dated January 8, 2001), and an Order of Conditions was issued for the project. The athletic portion of the project has been revised to include a new 400 meter running track with an artificial filled turf system infield at the upper tie of the locus, and a new multi-purposed filled turf premium football/soccer field on the lower tier of the site. The necessary stormwater,revisions are included herein, with the modifications to the previous calculations outlined for ease of cross-referencing. The additional impervious area of the track surface (versus the previously proposed under-drained natural turf soccer/field hockey fields) was accounted for in the HydroCAD stormwater model, and was considered as "clean runoff'with regards to the Policy. However, the volume of treatment necessary is provided in the design of the drainage collection within the artificial turf under-drain system. The volume of water to be treated for water quality (according to Standard #1) was analyzed according to the Policy (see Figure 1) by taking the required 1/" of runoff over the total additional contributing impervious area (track surface= approximately 85,000 s.f.). A resulting stormwater volume of 3,532 c.f. of stormwater runoff is required to be treated for water quality. The "clean stormwater runoff' will then collect in an interior trench drain system (with catch basins) which then ties into the under-drain collection system under the turf base. The herringbone under-drain system will be elevated a minimum of 2 inches within the gravel sub-base to provide a "dead space" volume of over 4,600 c.f., which will accommodate the necessary treatment volume before discharging to the proposed drain system. The stormwater BMP's (Best Management Practices) for the entire site have already been designed and approved to treat the total site stormwater runoff and achieve 80% T.S.S. annual load removal(according to standard#4) The volume of water to be recharged to groundwater (according to standard #3) was analyzed according to the Policy (see Figure 2) by taking the required depth of runoff over the impervious track area covering an existing hydrologic soil group. These soils are generally "B" soils (MRCS soil "CmB") requiring a volume of recharge of 0.25 inches multiplied by the total impervious area,and"C" soils (MRCS soil"WrB") requiring a volume of recharge of 0.10 inches multiplied by the total impervious area. A resulting volume of 1520 c:f. is required to approximate the additional annual recharge to groundwater. Again, this volume is more than provided for in the"dead space" volume of over 4,600 c.f. below the gravel sub-base and under-drain system. Additionally, the originally proposed BMP's included a detention galley system designed to capture a volume much larger than required to approximate the current existing conditions and promote ground water recharge, and this system will remain in place under the multi-purpose premium turf field. Peak flow stormwater attenuation is also provided in the turf field under-drain system. Though a slight increase is expected in total runoff volume from the previous calculations (due to the inability to take into account groundwater infiltration caused by varying soils and perched groundwater), the peak runoff rates and volumes for the required storm events (1, 2, 10, 100-year storms) approximate the originally approved proposed conditions. The post-development peak discharge rates do not exceed pre-development rates at the down gradient property line of Cochichewick Brook "design point 1" (according to Standard#2), and in fact a decrease is calculated for all storm events. The summary table at the end of this narrative compares the existing, originally proposed, and current proposed conditions peak flows and volumes of runoff from the project(see Revised Summary Table (3) & (3A)). The previous design relied upon a detention area known as the lower soccer fields (subcatchment area 21 and pond 1). This area was designed to impound excessive stormwater amounts, until these could drain at a controlled rate over an extended time period. The high point ridge elevation of these fields was 107.0, with the ponding elevation for the 100-year storm event at 105.5. This design was modified accordingly as necessitated by the location and elevation of the multi-purpose synthetic turf field, and the lower soccer fields and detention area were essentially reduced by half(see Revised Summary Table 3), from 820 feet to 460 feet in length. The HydroCAD calculations take this modification into account, and attenuation of project peak flows is still provided with a maximum ponding elevation of 105.9 reached at this location during the 100-year storm event. The gravel sub- 1 base under the artificial turf fields(at both locations)provides local stormwater attenuation �1 within the void space, which acts as a detention basin area. The under-drain piping system acts as an outlet control providing additional relief on down gradient subcatchment areas. No additional impervious area beyond the high school regulation track is required for the modification to the athletic facilities. The current design utilizes the natural features of the site along with the previously proposed under-drainage systems and other proposed BMP's to treat and regulate off-site stormwater drainage so that the post development peak flow rates will not create problems downstream from the site in the wetland watershed. The erosion control plan during construction and maintenance plan will remain as previously provided and approved. Additional maintenance will be as required for high-end athletic facilities to include light brooming of the track and regular fibrillation/sweeping of the artificial turf surfaces. This will be in lieu of necessary herbicide/pesticide applications, mowing, and irrigation requirements for natural turf fields, and will be more environmentally sensitive to these resource areas adjacent to the proposed fields.
