1 ) The North Andover Conservation Commission hereby cti �i. s
pursuant to 310 CMR 10 . 06 that the work described below is aecvsory
for the protection of the health and safety of the Citizenr' of the
Commonwealth and will be performed by or has been ordered to be
performed by an agency of the Commonwealth or a subdivision thereof .
2) A site inspect-ion was performed on October 5, 1994
3 ) The agency ordering or performing the emergency work is the
LEA GROUP, INC. (name of agency) . (Not the commission
unless work is on land owned or controlled by them. )
4 ) Describe below, the work which is allowed to proceed under
this certification. No work beyond that necessary to abate the
emergency may be so certified.
The work will involve the installation of 654 linear feet of a new 27" diameter
RCP relief sewer adjacent to an existing 15" diameter sewer in Sutton Street. The
existing 15" sewer is inadequate for current sewage flows. Approximately 175 linear
feet of the sewer will be constructed within 100 feet of the culvert crossing
Sutton Street. The 27" RCP sewer will be installed through the top of the culvert,
parallel to the existing 15" pipe. (See Note #8 on Sheet 1 attached.) There will be
no change in flow conditions within the culvert as a result of the construction.
Excavated soil material will be stockpiled within dump trucks. Sediment control
measures will be installed around catch basins to minimize the potential for sediment
entering the storm drains. All disturbed areas will be repaved following construction-
