HomeMy WebLinkAbout1966-04-04Monday - April 4, 1966 The P~--*~g Board held their re~,l-r meeting on Monday evening, April 4, 1966 at ~::~0 P.~. in the Tram Building. The fo]lowing members were present and William Chapulis, Jr., Chairman~ Robert J. ~,~be, Vice Chair-a-~ Howard Secretary~ and George B. Farley. Ja~es ~ Barman could, not attend dv~ to ~l~ss. Mr. Edward Phelan, Sam DiMauro and a Mr. Marine spoke to the ~Board about land mx Clark Street, near Rogers, and requested information as to dividing it into lots to meet requirements for area in an Industrial zone. The land is divided into 8 lots - ? of them meet the requirements, b~t Lot 8 is less than 44,000 sq. ft. Be was advised to either make seven lots or go to the Board of Appeals for a variance ~n Lot 8. Be has prospects of selling the various lots. Mr. Cbe~,~s showed a bill to the other members for $95~94 to be paid to the Oeatral Merr~w~ek Valley Regional Plann/ng District Commission as North Andover~s share of the costs. ~ARR APART~TS Atty. Stephen LoPtano, Jr. and Roy Fart presented pla~s to the Board showing tbe~r apa~ut development for which a special permit was granted by the Board of Appeals. ~A new road will ec~e onto F~ Avenue. Mr. Burke made a motion to approve the plans. Mr. Gilman seoonded the motion and the vote was unanimous. The Board signed the necessary plans. Mr. Chepulis questioned whether it should come under a subdivision and require a hearing. ~TRDMSION Atty: ~ohm J. Willis and Arthur Collins appeared before the Board with plans for a subdivision off South Bradford Street. Atty. Willis explained, that they ~H ~ q provide a 12" water main from Great Pond Rd. to So. Bradford Street - that there is a water problem there which this development w~]] help to e~w~te. Lots comply with respect to f--~mtage a_-~ size. They have to get the approval of the different departments with respect to dra/nage, etc. There is a 600 Ft. turnaround - someone else owns the surroun&~_~ land - there ~s no other way to make road. The Board suggested getting a 50-ft. easeme_nt for possible later development and el~-~ting the turnaround. Atty. Willis and Mr. Collins were agreeable to the Board~s suggestions and will their plans accordingly. The hearing will be held on May 2, 1966 at 7.'30 P.M. Atty. Victor Betem and RenJamia Osgood appeared before the ~b~a~ with new p~a,a for the subdivision which had been disapproved previously for Old N.A. Realty Trust. These new plans show the complete development and the Board was well staisfied. A new hearing will be held on ~ay 2, 1966 at 7:30 P.M. ~iI~ffNO POOLS The Bosrd c~scussed the section of the By-Lavs pertainin~ to ~ pools which had been passed at Town Meeting in 1965. They spoke about it being a structure and about possibly reducing the yard space requirements. Mr. G~lman and Mr. Burke thought ~!~ amendme_nt wes all right and that if, the people weren't satisfied whoavmr was concermed could go before the Board of Appeals for a variance Just as they do with other structures. The plans for areas that were re-zoned at ~reh 19 Town Meeting will be signed distribute~ after the approval from the Attorney General has been receive~ by the Town Clerk. Telephone 8.85 Brasseur Assoc. 25.00 STREET ACCEPTANOE It was suggested to the Board, indirectly through Mr. Ni~etta, that the Board, on future subdivisions, make it a condition that the developer should be responsible for having the street accepted. A letter will be sent to To~ Counsel to see i~ it is legally possible to do so. The meeting adjourned at 9*00 P.M.
