HomeMy WebLinkAbout1967-06-05Monday - June 5, 1967 Regular Meeting & Hearings The Pla~-~ug Board held their regular meeting on Monday evening, June 5, 1967 at 7:30 P.M. in their new qn~ters on the first floor of the Town Office Buil~8. The Board now has their own office in co~Junction with the Board of Appeals and Bui~g Inspector and a separate hearing room. Thane were the offices formerly occupied by the Board of Public Welfare. The following members were present and voting.~ William Chepulis, Jr., Chairman; Robert J. Burke, Vice Chairman; Howard G~l,~, Secretary; George B. Farley and James M. Barman. HEARING: SHERWOOD H~S SUBDIVISION: There were almost ~75 people present so that the meet~n8 had to he adJourne~ to the Fire Station Meeting Ro~m. Sherwood Homes, Inc. petitioned to subdivide a parcel of land, 50t in width, l~g on the northerly side of Rea Street between the properties of Bar~ett and Natal,, and running 50' for a total of 300~ in length, and then comprising 7 lots, ~2~ containing in excess of the m~mum 44,000 sq. ft. lot requirements; containing ~45,900 scp,~e feet, more or less. John J. Shields appeared on beh~f of Sherwood Homes, Inc. This area comprises approx. 9 acres and is being subdivided into 7 lots, each lot containing in excess of the minimum 44,000 sq. ft. lot requirements. There is a 580~ ~ with a 70~ radius turnaround. Mr.. Shields stated that the engineers had not completed the final definitive plans in time for the announced hearing. He further started that the definitive plans would not differ from the prel~m~-~ry plans available. Upon receiving this information, the Planning Board a~nounced to all attending the hearing that, if there be no objection, the hearing would proceed as scheduled based upon the assumptic~ that there would be no significant difference between the preliminary plan and the definitive plan. There being no objection from the interested att~dees, the hearing proceeded ~ith the added announcement that the effective date of consideration of the petition would be the actual date of submission of the definitive plan, providing there were no differences as stipulated. F~. Sheilds e~lained that there is a water problem in the area and that his sub- division will alleviate that problem. Several abutters spoke of the drainage problam, which was their main concern. These abutters were Mr. Kauf,~-, Mr. Cippola, Mr. Woodcock and Mr. Thompson. Henry Lurid, Board of Assessors, spoke in favor of the subdivision saying that the Board is interested an~ concerned in seeing some of the back land developed. The town will get revenue from this. Mr. Burke made a motion to take the petition under advisement. Mr. Farley seconded the motion and the vote was ,~ous. HEARING~ TERRA FIRMA, INC. SUBDIVISION: ~r. Bur~ res~ the legal notice of the petition of Terra Firma, Inc. to sub- divide a parcel of land between Sutton and Chadwick Streets, formerly owned by the City of Lawrence Airport Com=lssion, containing 14.71 acres more or less, and in accordance with the plans submitted. Atty. John J. Willis represented the petitioner, Jean J. Chalifour, Pres., who was also present. The subdivision contains 20 lots and lot ~21 will be gr~nted to the Town to add to the Cbadwick Playground land. Tb~ lots meet all requirements as to size, frontage, etc. The lots fronting on Sutton and Chadwick Streets do not re- quire Pl~g Board approval under the Subdivision Control Law and could be built June 5, 1967- cont. upon immediately. A roadway will go through fram Sutton Street to Chadwick Street. The subdivider will install all utilities, facilities, equipment, etc. · A large n~mber of abutters and nearby residents spoke in opposition since they were of the opinion that the developer was going to erect duplex homes. Those speaking in opposition were Mr. Ed McCue, Mr. Ed R~an, Mr. Lomazzo. Mr, Chepulis explained that the Planning Board c_-~ot stipulate what type of hc~es are to be built since one and two f~m~ly homes are allowed under the Zoning By-Laws. Mr. Chalifour stated that it was possible that~ he may build two-family homes, but that he was not certain yet as to what type of homes would be built. He said he would comply with ~11 of the r~les and regulations and by-laws of the Town. Mr. Barman m~de a motion to take the petition under advisement. Mr. Gilma~ seconded the motion and the vote was unanimous. 3. HEARING: SUBDIVISION - Ralph Henry Mr. Burke read the legal notice upon the petition of Ralph J. Henry to subdivide a parcel of land on Chestnut Street containing appro~m~tely 12 aCres and bounded by land of John-Andrew Co., Vincent L. Sirois and Mabel A. Smith and called "Chestnut Acres"; and in accordance with the plans submitted. Frs~ C. Gelinas, Engineer for the subdivision spoke for tbe petitioner, who was also present and who also spoke in his own beh~l *. There were several abutters present who asked questions of the petitioner. The subdivision is comprised of eight lots that meet all requirements as to area, frontage, etc. They will comply with all requirements of the various departments of the Town and the By-laws, etc. Vincent Sirois, an immediate abutter, said he would like to have an easement, other- wise he would have no access to Chestnut St. Mr. Lou~s Xmtee asked about the water and Mr. Chepulis said that according to the letter from the Board of Public Works, an 8" water m~ will be inst-lled. Mr. Barman made a motion to take the petition under advisement. Mr. GJl_w~ seconded the motion and the vote was unanimous. At 9:15 P.M. the Board returned to the office to resume with the rew~t~dar of the business on the agenda. A letter was read from the Board of Public Works to Ben Osgood regarding the condition of a trench on Chickering Road. The BPW states that the condition of it is uns/~zisfactory to them. Mr. Burke made a motion to send a letter to Mr. Osgood to correct the condition or his bond would be forfeited for that subdivision. Mr. Barman made a motion to vote on all of the subdivision heartn__gs held this evening at the next meeting of the Board which will be on Tuesday, June 13, 1967. The Board voted u~*-~usly not to hold any meetings during the months of July and August. Any meetings would be at the call of the Chairman. A letter was received from the Highway Dept. listAng their requirements as to roadways. The Board discussed the requirements and felt that they were not thorough enough. Copies will he made for each member of the Board in order that they may further study them and possibly have suggestions. The Board signed the necessary vouchers. The meeting adjourned at 11=00 P.M.
