The Planning Board held a special meeting on Monday evening, May 20, 1968 at
7:30 P.M. in the Town Office Building. The fo!lowingmemberswere present and
voting: William Chepulis, Jr., Chairman; William B. Duffy, Jr., Secretary; James M.
Bannan, George B. Earley and Robert J. Burke. There were 20 people present.
TERRA FI~ SUBDIVISION:
Atty. John J. Willis appeared before the Board asking for the release of conditions
on lots of the subdivision that front on Chadwick and Sutton Streets, since they are
public ways.
Mr. Burke made a motion to release the lots fronting on public ways. Mr. Farley
seconded the motion and the vote was unanimous.
CAMPANELLI, INC.
Mr. C~sey, a representative from Campanelli, was present and referred to the
letter sent by the Planning Board listing conditions and recommendations. He said
all the turnarounds will go to the end of the lot - the sidewalk requirement will be
met - can meet all requirements of Highway Surveyor~ and has talked with the High-
way Surveyor and the Board of Public Works - they have not had any recommendations
from the Board of Health and have not received percolation tests yet.
N~. Chepulis read a letter from the. Board of Public Works stating their requirements.
Atty. Willis, also a member of the Board of Public Works, said this development would
be serviced with a /2" main as required by B. P.W.
William Driscoll, Sanitary Engineer, was also present. M~. Casey said the Board of
Health will know the results in about a week or two as to the water table in the
area.
Mr. Driseoll explained that individual perc. tests are made on individual lots. The
contours of this subdivisionwil! be changed drastica21y so that any test made at
this time would not mean an~thing. It is not logical to make tests at this time.
Mr. Chepulis asked if studies had been made as to reloc$ing earth. Mr. Caseysaid
not yet. They will dig test holes just to see w~t is there. He can't say yet as
to when profiles will be submitted - he has to make up the plans. He is Consulting
Engineer for Campanelli.
Mr. Chepu~is spoke about cutting down the ~ hills.
Mr. Casey said he will make the profiles as soon as possible and will dig test holes,
to find out what materials are there. 9 ft. holes are made for tests - the back hoe
will go down 20 feet. Wet land covers about 15% of the area. They wtll comply with
the Ststute as it applies to wet lands.
George Barker questioned the applicability of the Hatch Act and Inland Wetlands Bill.
A discussion was held about the peat in the are and wet land.
Edward Scanlon, Board of Health - asked if this development would go along with
Mr. Driscoll's recommendations as to leeching fields, etc. Mr. Chepulis said it was
up to the Board of Health. Mr. Scanlon said they have copies of the plem. s and have
no recommendations to make at this time.

Mr. Nicetta said he wants more information concerning drainage. There are alot of
stagnant areas there. Profiles are necessary. The plans show%O ft. roads, he
recommends 50 ft. roads, ~ith 30 foot travelway, with excavation to full width of
50 feet, cut to sidewalk grade. No roadway shotuld exceed a 9% grade. Mr. Nicetta
pointed out the street ~ith the island and asked who woLuld care for it. Mr. Casey
said that the town wottld after the street is accepted. Mr. Nicetta said that Winter
Street would be taking care of a!ot of traffio~ and should be considered as making
a street from Dale Street.
Charles Foster asked if anyone has thought of the extra water flow to Winter Street.
Mr. Nicetta said it would be a definite problem.
A discussion was held about Mosquito Broo~ and the increase of the flow of water and
the bad conditions on Foster and Winter Streets.
~. Foster pointe~ out that there is a large piece of land that has no access to it.
He asked the Board if they had thought about land being locked in.
Mr. Casey said they would give access to other lend if necessary. He thinks it is
excessive to require Campanelli to pay for water that ~ll benefit other people.
The houses ~ill cost from $~0,000 and up.
John Roberts said he thinks there will be slope problems on the roadways. It was
also mentioned that consideration should be give to the children in the area -
playgrounds, sidewalks - need for further schools, etc. The ?la~ing Board will
take all of these things into consideration and they need the cooperation of other
town departments.
There were several people present from the Board of Trade interested in the work of
the Planning Board and that the Planning Board should get needed professional help
with the growth and development of the town, a Master Plan, etc.
Mr. Casey said it would be a year at least before they break ground and might finish
the project in 3-4 years.
Mr. Barman spoke about the necessity of getting aM aster Plan and explained why no
Master Plan was ever adopted. The Planner Mas supposed to f~sh a Master Plan to
the town but never did. He thinks an outsider should be brought in so that there
will be no biased opinions.
A plan was shown to those present prepared by the Central Merrimack Valley Planning
Commission showing the soil conditions of the town.
Mr. Casey said he will submit profiles, soi~ and perc. tests, map of drainage from
the development and its direction in surrounding area.
C~IRLES T. MATSES:
Atty. Willis appeared before the Board asking for clarification of the decision.for
the Charles T. Matses subdivision. Mr. Nicetta also referred to the decision and
said the Highway Dept. should be notified at various stages of road development for
inspections. ·

Mr. Baunan made a motion to amend the decision of May 10, 1968 by adding the
follgwing sentence to condition No. 4:
"The Highway Department shall inspect the construction of the road and the in-
stallation of surface drains at various stages as required by them."
Mr. Dully seconded the motion and the vote was unanimous.
The meeting adjourned at 11:00 P.M.
