HomeMy WebLinkAbout1969-04-28Monday - tpril 28, 1969 Special Meeting & Hearin~ The PLAL~ BOARD held a special meeting on ~onday evening, April 28, 1969 at 7:30 P.M. in the Town Office B;;~d~:ug. The foilo~r~r~ members were present and ~ot~: William Chepu]_is, Jr.; Chairman; Donald N. Keirstead, George B. Farley, Robert g. Burke and Charles W. Trombly, gr. There were 8 people presaut for the meeting. HEARING: 7:30 P.M., Village Land Company. Mr. Keirstead read the legal notice upon the petition of Village Land C~mpany to re-z~ne from Village Residential and/or Industrial to General Business two parcels of land on Chickering Road adjacent to East Water Street, Fountain Drive, Haffnor's Service Station and the Willis-Lynch office complex. Member Burke dis- qu,lt eted himself from sitting and voting on this petition because of his affiliations. Atty. John J. Lynch represented the petitioner and present owners a~i the Douglas Development Company, the proposed developer. The Douglas Development Co. would like to have a shopp~_ug center consisting of seven various types of business. The proposed buildings would be on parcel 1 consisting of 6.9 acres. Ail of the land has beau owned by V~llage Land Co. since 1918 - they are a subsidiary of Davis & Furber Mach~ee Co. They are now selling all of their real estate holdings so that they can concentrate on manufacturing. Taxes on all of this property amounted to $~83 last year. The developer anticipates a $700,000 b,,41~-g which would amount to $20, OOO in taxes to the town. Atty. Lynch pointed out that the surrounding area is made up of d~*ferent types of business; Haffner Gas Station, Lund's Garden Center, Walker apartments, Merrimack Valley motel, Mmngano Plumbing Co. The only ether la~ presently zoned residential is owned by Polizotti. The land is not suited for industrial or residential development. There is a sewer easement and cannot be built over - the land can be used but not excavated or b,,~]t upon. Speaking in opposition was Atty. Robert White, of Haverhill, who represented M~rs. Elaine Griffin, on Chickering Road. He gave a lengthy presentation about why this area should not be re-zoned. He said there is a committee presently studying the Rte. 125 & ll4 areas and the Board and people should wait for the results of the study of this committee. Mr. Polizotti, au immediate abutter also spoke in opposition. A lengthy disucssion was held. Mr. Trombly made a motion to take the petition under advisement; M~r. Keirstead seconded the motion and the vote was ~-0. The meeting adjourned at 9:00 P.M. (William Chepulis, Jr.) (Anna Donahue) Chairman Clerk
