Special Meeting
The PLANNING BOARDheld a special meeting on Monday eveningt December 22t
1969 at 7:30 P.M. in the Town Office Building with the follow~g members present
and voting: William Chepulis, Jr., Chairman; Robert J. Burke and Donald N.
Keirstead. Mr. Trombly and Mr. Farley were unable to attend.
OPEN SPACE PLAN:
John Roberts, Conservation Commission~ appeared before the Board with
booklets prepared by that commission on an Open Space Plan. He explained the
contents to the Board. The Board voted to receive the material.
NEW HIGH SCHOOL LOCATION:
The location of the proposed new high school was discussed. Mr. Keirstead
whether or not the Board should take a stand on this matter and made a statement
concerning it.
Mr. Burke thinks the School Committee is going to do what they want. They have
been meeting in executive session and nobody knows what is going on. They talked
about the School Committee wanting the Stevens-Coolidge land.
Mr. Keirstead presented a written statement to the Board. He doesn't thiuk the
school should be built on Chickering Road at present. They're rushing into it.
He said the alternate places such as the town farm is too hilly; there is not
enough land across from the Merrimack Valley Motel. He feels Rte. ll4 is the
logical place. He made a motion that the prepared statement be submitted to the
School Committee stating the Planning Board's opinion on the matter. Mr. Chepulis
gave up the chair to Mr. Burke in order to second the motion. Mr. Chepulis and
Mr. Keirstead voted yes and Mr. Burke voted no. Mr. Farley had told Mr. Burke
earlier that he would vote whichever way Mr. Burke voted. The other two members
should have an opportunity to vote.
The statement will also be sent to the School Building Committee, Board of
Selectmen, Trustees of Reservations and to the two members not present this evening.
CMVRPDC:
The Board designated Mr. Chepulis to represent North Andover on the Central
Merrimack Valley Regional Planning District Commission. Mr. Trombly ~rill be the
alternate member.
The meeting adjourned at 9:00 P.M.
