HomeMy WebLinkAbout1970-02-02Monday - February 2, 1970 Regular Meeting The PLAN~I~13 BOARD held their regular meeting on Monday evening, Feb- ruary 2, 1970 at 7:30 P.M. in the Town Office Building with the following members present and voting: William Chepulis, Jr. ~ Chairman; George B. Farley and Charles W. Trombly, Jr. Mr. Keirstead was ill and Mr. Burke was in Florida. There were 12 people present for the meeting. GREATER LAWRENCE SANITARY DISTRICT: Mr. Parthman of the Greater Law. Sanitary District and two engineers from Camp, Dresser & McKee appeared before the Board to discuss land for the district located along the Merrimack River to the rear of Charles Const. Co. land and Airport Commission land. They need the land for a sewerage treatment plaut and access would be from Charles Street, off Sutton street. A hearing is to be held in Boston on Feb. 24th and they need permission from North Andover and certifi- cation that the land is o.k. They will :acquire 86 acres from the Airport Commission. Atty. John Willis asked several questions as a member of the Board of Public Works. This is a self-contained treatment plant with no exposure to soil. They noted there was not adequate frontage, 150 ft. is required, and they will confer with Charles Matses to see what could be done and reappear before the Board. RE-ZONI~HEARINGS: There are 7 articles on the warrant for re-zoning. The Planning Board will hold ~ hearings on re-zoning on February 23rd and 3 hearings on amend- ments to the Zoning By-Law on March 2nd. ADJUDICATION OF STREETS: The Selectmen are to hold a hearing on the adjudication of Ferncroft Circle, Meadowview Road and Highwood Way on March 2nd. Letters will be sent to the Highway Dept. and B.P.W. for their reports in order that the'Planning Board may report to the Selectmen. BEN OSGOOD - Raleigh Tavern Estates: Letters were received from the Board of Public Works and Highway Surveyor. The amount of bond they require are: B.P.W. - $8,000; Highway Dept. - $12,000 to make a total of $20,000. 5~. Trombly made a motion to accept their recommendations; Mr. Farley seconded the motion and the vote was unanimous. NOTICES P~CEIVED: 1. Notice of hearing of Roy Farr apartments in Haverhill, Feb. lOth at 8:00 P.M. 2. Notice from Dept. of Natural Resources re site of Town garages as to filling in land and conditions listed. February 2, 1970 - cont. 3. Notices of Board of Appeals hearings to be held February 9th. and copy of Village Land Company decision. DISCUSSION: ~ A lengthy discussion was held by Atty. John Willis, Ben Osgood and the Board relative to the planning consultant, the "701 Program", master plan and appropriation for the same. The meeting adjourned at ll:O0 P.M. (Anna Donahue) Chairman Clerk Tuesday, February 17, 1970 Special Meeting A special meeting had been called for Tuesday evening, February 17, 1970 at 7:00 P.M. William Chepulisy Jr. and Robert J. Burke were the only members present and since there were no other members there was no quorum and the Board could not hold a meeting. (Anna Donahue) Chairman
