HomeMy WebLinkAbout1970-04-06Monday - April 6, 1970 Regular Meeting The PLANNING BOARD held their regular meeting on Monday evening, April 6, 1970 at 7:30 P.M. with the following members present and voting: William Chepulis, Jr., Chairman; Charles W. Trombly, Jr., V. Chairman; John J. Monteiro, Secretary; Robert J. Burke and Donald N. Keirstead. There were l0 people present. GREATER LAWRENCE SANITARY DISTRICT: Atty. John P. Ford and John Finneran, representing the Greater Lawrence Sanitary District Commission, appeared before the Board with plans to discuss further with the Board their problem of an access road to the proposed sewage treatment plant. A lengthy discussion was held relative to the turnaround, adequate frontage, the access road not being a public road, etc. Atty. Ford and Mr. Finneran said the proposal will be discussed further with the other members of the Commission and they will return at a future date for another meeting with the Board. BEN OSGOOD: Mr. Osgood appeared before the Board with the request for the partial release of certain lots on Russet Lane. That street was accepted as a public way at the March Town Meeting, only as far as lot #7. He is requesting the re~ase of only the lots in the accepted portion of the road; the remainder of the roadway would still be under bond. The lots numbered 3, &, 6, 12, 13, lB & 15 would be released. Mr. Burke made a motion to partially release the lots requested. Mr. Monteiro seconded the motion and the vote was unanimous. C. LINCOLN GILES Mr. Giles appeared before the Board with corrected plans and requested their signature as not requiring approval under the sub.division Control Law. These lots are siiuated on Berry Street and Turnpike Street. Mr. Keirstead signed the plans after a discussion was held. JOHN McLAY: Mr. McLay appeared before the Board with Mr. Opazaleck, representative of R.C.A. Consumer Products Division. Mr. McLay explained that R.C.A. would like to erect a building on his property and that it would be necessary to subdivide his landon Turnpike Street at his Garden Center in order to provide a roadway to the lots and convey the land to R.C.A. They showed a preliminary plan to the Board and a dis- cussion was held as to what further requirements were necessary on definitive sub- division plans. Mr. Monteiro made a motion to set a date for the subdivision hearing on Monday, April 27, 1970 at 7:30 P.M. Mr. Keirstead seconded the motion and the vote was unanimous. SUB-COMMITTEES: Mr. Keirstead made a motion to re-organize the sub-committees as follows: seconded by Mr. Monteiro and voted unanimously. April 6, 1970- cont. Long Range Planning: Capital Improvement: Subdivision Control: Administration: Mr. Trombly aud Mr. Monteiro Mr. Burke and Mr. Trombly Mr. Burke and Mr. Keirstead Mr. Keirstead and Mr. Monteiro. SUBSCRIPTION: Mr. Monteiro suggested that the Board subscribe to the"American Society of Planning Officials" for one year for $10.00, through the Central Merrimack Valley Regional Planning District Committee. The Board voted unanimously to do SO. PLANNING ADVISORY COMMITTEE: 26 people had applied for appointment to the P.A.C. after a request had been made via the newspaper for telephone or written applications. Letters will now be sent to various town boards and committees and various civic organizations to have them designate one person as their representative to the P.A.C. Mr. Keirstead made a motion to make the appointments at the meeting to be held on April 27th. Mr. Trombly seconded the motion and the vote was unanimous. SCOPE OF SERVICES: A lengthy discussion was held relative to the Scope of Services as submitted by John A. Brown. The Department of Community Affairs and H.U.D. have approved the Scope. Contracts will then be prepared. John Monteiro is not satisfied with the Scope as written and said he will go to Boston and discuss it further with Mr. Constantinides. John Willis entered into the discussion and said the Scope does not agree with the wording of the Article as it was passed at March Town Meeting. The meeting was adjourned at 10:30 P.M.
