HomeMy WebLinkAbout1970-10-20Tuesday - October 20, 1970 Special Meeting The PLANNIN~ BOARD held a special meeting on Tuesday evening, October 20, 1970 in the Selectmen's Office due to the meeting room being used by others. The following members were present: William Ohepulis, Jr., Chairman; John J. Monteiro, Secretary; Charles W. Trombly, Jr., Vice Chairman and Robert J. Burke. John A. Brown, Pl~huning Consultant and David Mills, an assistant, were also present.. There was no representative from the Department of Community Affairs present. Mr. Chepulis explained that this meeting was called to discuss the progress of the planning consultant and other matters pertinent to this program. Mr. Job~u Brown proceeded to discuss the various items under Phase I of the Scope of Services. He said an inventory and analysis is approximately 50% completed. He will have a concept plan on suggested land use, streets and highways. The definitive land use will be in Phase II. Under Population, Economy and Regional Influence, he is submitting a population report this evening ~rith the latest figures possible and ~ill submit more finites as they are available. There will be four reports: 1) Population; 2) Goals and Objectives; 3) Housing Study; ~) Existing Land Use. Regulatory controls (zoning) are things that will be coming up for Town Meeting. Goals, Objectives and Sketch plan will be duscussed further at another time. The Housing study is in draft form and ~rill be ready soon. He said the Sign By-Law is an important issue and ~rill have something soon so that some action may be taken at Town Meeting. The need of a ~,]]-time Building Inspector was also discussed. Existing Land Use is in draft form and will be ay-liable soon after the other items. He will have an analysis on utilities. Discussion was held on functions of the Planning Board and the Board of Appeals. Housing and apartments was discussed and Mr. Brown explained that he is presently very involved in a "Planned Unit Development" type of zoning ~hich he feels is a very important aspect and could possibly greatly benefit this town for a number of reasons which he ~] ] go into more b:lly and that apartments would be included in "P.U.D." since he feels they should not be left out of zoning completely. Mr. Monteiro explained that Regulatory land use reports, transportation, etc. will be completed soon by the Central Merrimack Valley Regional Pl~-tng District Commission and ~ be available for study. Low and moderate income housing was discussed~ "236" elderly housing program and apartments. POPULATION REPORT: Mr. Brown submitted a population report to the Board using 1960 U.S. Census figures and will be updated with 1970 data as it becomes available within the first phase of the contract. If it is not available within the first phase, it ~ll be inserted in the second phase. He explained that the memoranda on p~pulation, economy and regional influence will contain a summary of this draft and population forecasts. The report shows that in the last 20 years, the popu- lation of North Andover has almost doubled from 8,~85 in 1950 to 16,185 in 1970. Discussion was held on various items of the report. October 20, 1970 - cont. APARTMENT SURVEY: Mr. David Mills submitted the results of the apartment survey made by Mrs. Stekert and others. The total apartment dwelling units in North Andover is 1012. The total number of interviews was 3~8 or 3~.3~. Breakdowns were given on several questions such as; Household head age; Income household head; Children; Work location household head; Rents per month; Number of bedrooms; Planning to remain in apartment; Planning to buy a house. He explained the different categories, percentages, etc. and discussion was held by all on various items of the report. Mr. Brown submitted a chart on l~nd use projections for the members to study and commentt recommend, etc. Development along Rtes. llJ~ & 125 was discussed; physical conditions of the land, etc. Mr. Brown said he will try to give specific examples as they go along with this particular study. He wants to be able to show the people something at town meeting so that proper action can be taken. The next meeting with Mr. Brown will be held on Tuesday evening, November 17, 1970 at 8:OOP.M. Richard Young, Director of CMVRPDC will be notified of all future meetings. Mr. Brown discussed with Mr. Trombly the possible combination of several P.A.C. sub-committees for the next meeting.
