Special Meeting
The PLANNIK~ BOARD held a special meeting on Monday evening, August 30, 1971 with
the following members present and voting: Charles W. Trombly, Jr., Chairman;
Donald N. Keirstead, Vice Ch. and John J. Monteiro, Secretary. John Brown and
Tom Perrone, au assistant were present. Also present were: Ostherrt Schena,
Murgo, Fink, Stekert, Zahouriko, Baldwin, Nicetta, Osgoodt Shelley Gilbert (HUD),
Foster, Green & Albis.
This was a special combined meeting of the Planning Board, P.A.C. and John Brown.
Mr. Brown had sent material relative to Rtes. l14& 125 and the large undeveloped
area to the southeast. He displayed maps. Mr. Brown said he had reviewed the
Soil Survey and felt it is very conservative. There is more developable land than
they say.
He explained the map showing the open space plan areas; 150 feet to each side along
the power lines; around the Lake Cbchichewickarea; the town should control the
shore front of the lake. Greater control should be taken over Brooks School and
Boston University properties. He prefers to see no sewers in the Lake area to
keep development down.
They discussed the Stevens Mills buildings and other industrial buildings ~ud the
possibility of taking them down when they are no longer in use.
He thinks 2-family homes should not be allowed. They discussed P.U.D. and open
space. He distributed a paper showing development capacity, maximu~ alternative
A. & B., etc.
They discussed the possibility of m~king 2 acre and larger lots farther out and
have a lower density. He is M~oking into PUD more thoroughly and would like to
see it for North Andover. PUD would apply to 2 residential areas. A lengthy
discussion was held on this.
Mr. Brown displayed and expl~iued other maps, showing Rtes. ll~& 125.
Discussion was held on new Section 13for the Zoning By-Law. Mr. Brown explained
that he has developed a number of appropriate districts for l14& 125 and he has
a few changes to make in Section 13. He said timing is the key thing to changing
areas to business and industrial zones. We have to thi~k not only about the
present but for the future - to the year 1991.
He said he would lean to non-residential use along Rte. 114- that it is an
important highway. The area between Grant's and the Tribune would be good for
office and apartment development.
He feels the town can support 1 or 2 more centers 11ke the N. A. Mal~. Thi~
the K-Mart site is a good area.
Mr. Brown said Rte. 125 is more conm,,n~ty oriented than it is regional. It tends
to cut the town in h~le - he would like to see it become a unifying element.

He said he would like to keep the Trustees of Reservations area as possibly an
historic/residential area. There could be a neighborhood level business center
in the area of Mangano and Haffner.
He talked about more controls, both pedestrian and traffic, along Rte. 125.
Mr. Brown said he intendsto have a preliminary report on future land use and
development ready around the end of September. In October he would like to
have ready a working draft of revised zor~tng by-law. By November 3Otb, he would
Like to have the report on community facilities and utilities ready. A final
report by the end of December on capital improvements program and then a period
of discussion.
MANGANOREALTY TRUST:
Mangano Realty Trust had submitted a plan as "Not requiring Planning Board
approval" for land on Chickering Road for a lot to construct a bank building.
Atty. Salvatore Basile and Santo Mangano submitted a covenant along with the
completed forms. Mr. Keirstead made a motion to accept the covenant from Maugano
Realty Trust; Mr. Monteiro seconded the motion and the vote was unanimous.
