HomeMy WebLinkAbout1971-11-09Tuesday - November 9, 1971 Special Meeting ' The PLANNING BOARD held a special meeting on Tuesday evening, November 9, 1971 at 7:15 P.M. in the Town Office 2~..~utlding with the following members present and voting: Charles W. Trombly, Jr., Chairman; Donald N. Keirstead, V. Chairman; John J. Monteiro, Secretary and Robert J. Burke. There were 14 people present and Pat Broderick, Tribune reporter. This meeting was called in order to set a hearing date for the amendment to the Zoning By-Law having to do with eliminating duplex houses from the Rural Residential area. Mr. Nonteiro made a motion to hold a hearing within the prescribed time. The Selectmen set the special town meeting date for December 2Otb. Mr. Keirstead amended the motion so that the hearing date will be November 29th and legal notices ad- vertised on Nov. 13th s.~d 2Oth. Mr. Monteiro seconded the motion and the vote was unanimous. P~T.EIGH TAVERN SUBDMSION: The Board discussed Ben Osgood's request for a partial release and filing of a bond for $16,0OO on the Raleigh Tavern subdivision. Mr. Keirstead made a motion to release the covenant on lots IA, ~8, 47, 46, 45, 36, 35, 34 and 33 and accept security in the amount of $16,000. Mr. Monteiro seconded the motion and the vote was unanimous. The meeting was then adjourned to the Fire Station for the joint meeting with John Brown and the P.A.C. There were 25 people present. John Brown and his assistant Tom Perrone were present. Mr. Keirstead said he was concerned that no reference has been made to existing uses; something should be done about these uses for the future. Mr. Brown exp]~i~ed future land use and that there will be some changes from what is presently shown on the map; some will not take Place immediately. He looks ahead for some 20 years. Alot of changes can take place immediately and many will have to wait a number of years; The ,people will have to decide if they are going to agree with the various uses. This is the time to discuss them and change them if you don't agree. Mr. Keirstead said he wants something to show that present businesses ~ not be jeopardized. John Willis said Mr. Brown was engaged for one purpose alone, to see what could be done with present vacant land, not what to do with what is already there. He has a personal ~.uvestment in North Andover and doesn't agree that what he has will not be there 20 years from now. We need a planner to tell us whmt to do with our vacant lands. He asked Mr. Brown if it was not possible to include present uses as part of his plan. Mr. Brown said he wants to carry out the objectives of the town, not his own. Mr. Keirstead asked how it could be implemented to allow for the existing business uses. Mr. W~11t.~ said the Planning Board should direct the planner to incorporate November 9, 1971 - cont. that in his master plan. Fr. Nicetta agreed withFr. Willis; he said you can't take something awayfrom somebody that has an investment; it should exist until that person wants to make a change. Fritz Ostherr also agreed~ the master plan should be the guide line for the change when it takes place. Fr. Brown agreed to make whatever changes the Planning Board and P.A.C. want to make. Fred Crabb agreed with what had been said; he doesn't think entire strips of land along the highways should be re-zoned. Mike Schena said he is concerned about why some areas are wiped out that are serving some need to the community. Groups of homes should not be isolated. Fr. Brown should have touched base with adjacenttowns, what they do ~]] affect us. Fr. Brown said adjacent towns were contacted and some did not even reply. He has also contacted the regional planner. He said he will do his best to do what every- body wants. They then discussed a list of suggested changes from the P.A.C. and PlanningBoard. 1. Chense iow density area south of Boxford Street to Harold Parker State Forest. 2. Add convenience business possibly where Butcher Boy presently is. 3. Add small commercial use (~%) to residential area. ~. Discussed area at corner of WaverlyRd. & Rte. ~l:. Traffic problem has to be solved before anything can be done at that corner. Suggested m&tel' use for that area. 5. Area near Marian Drive - has no objection to making more industrial area there. 6. Move country residential area out further - the sewer is going to be extended further out on some of those streets. 1½acre zoning was discussed for the watershed area. 6 people agreed with 1½acres. Mr. Brown said he would come back with something more on this. A discussion was held on the do~ntownbusiness area. Probably a special ~ermit procedure could be developed for small lots and the downtown area. The next P.A.C. meeting will be on Wed., December 1st. The meeting adjourned at 10:30 P.M.
