The P.A.C. w~\vhe proposed Section 13 expanded and they want a' sign by law. The circulation map showed a corridor road for Rte. 133 from Rte. 114 near Johnson Street to cut through the town to Dale and Winter Street to'the Boxford line. The P.A.C. want to take~that corridor road out because it would be creating another divider road throug~k~the town. ~ '~ Atty. Willis asked whatk is going to happen to the pre~ent zoning?. Mr. Keirstead said we don't want to c~ate non-conforming uses. Willis asked why couldn't he blend what is there now W~th what he plans. A lengthy discussion was held on how to handle the present zoni~ with future zoning. Mr. Osgood thought that it ~ad been agreed Shat Brown wo~ld not write up the report until the P.A.C. and ~anning Board, had gone over it. Mr. Keirstead said he doesn't ~.tend t~accept the report or map until certain changes are made that the Planning Board and P.AC. suggest. Mr. Willis suggested that some prq~ision should be made for certain business areas to provide living quarters~~ He said hardly any lots in the present Village residence area conform and the ,~ots Should be treated with special consideration. Mr. Keirstead made a motion g~ restrict the discussion at the November 9 meeting to the Future Land Use report and map and~o send a letter to John Brown informing him so. At that time the ,,Board would like,specific recommendations as to how we will treat the existing ,business uses throughout the town under future land use concept. Mr. Keirstead also m~de a motion that before th~final report of the Comprehensive Planning Program ms; prmnted, all of the material %o be included must first be approved by the Planning Board. A letter will alse be sent to John Brown informing him of this. / ,~, A discussion ~as then held on the possibility of requiring l~ acre lots in the watershed a~ea and planned unit developments. ~ Mr. Keiratead stated that the P.A.C. set three major areas '~o be covered by John Brown: 1. Trombly~J~.~/ (Anna Oona ue) Chairman Monday - November 29, 1971 Special Meeting - Hearing The PLANNING BOARD held a special meeting and public hearing on Monday evening, November 29, 1971 at 7:30 P.M. in the Town Office Building with the follow-Lug members present and voting: Charles W. Trombly, Jr., Chairman; Donald N. Keirstead, V. Chairman; John J. Monteiro, Secretary; and Robert J. Burke. William Chepulis arrived later. Because there were approximately 100 people present, the hearing was adjourned to the Fire Station meeting room. HEARING: Amendment to Zoning By-Law. ~. Monteiro read the legal notice upon a proposal by Richard B. Pedigree and others to amend the North Andover Zoning By-Law as follows: To amend Section 4.11 b? adding, as its opening phrase, the words: "Except in Rural Residence Districts," and by adding, at the endof said Sectiont the following sentence: "In Rural Residence Districts~ only single family dwellings maybe constructed, except as this By-Law may otherwise provide." Atty. Joseph A. Miragliotta spoke in favor of the petition and as representing the petitioner and others. He said the citizens of the town are very concerned about two-family and duplex homes being constructed in Rural Residence areas. He said he has nothing against two-family homes, but that people building single family homes should have peace of mind and security in the area in which they live. They are concerned when homes are built that don't compliment the homes in the area. He doesn't th~uk that his area is going to be affected by any zoning change but there are many other areas that would be affected and something must be done so as not to jeopardize the town's utilities and water supply. Many rural residence areas in town cannot handle duplex development, they cannot take septic tanks for more than one family. He requests that the Planning Board make a favorable recommendation at the Special Town Meeting to be held on December 20th. Robert Stemke, Woodcrest Drive, also spoke in favor of the petition and agreed with what had been stated by Atty. Miragliotta~ He said many developers are trying to sneak in under the wire by having plans approved and he suggests that the Planning Board support this petition. No'one else spoke and there was no opposition. Mr. Tro~:~ly asked for a show of hands of those in favor of the petition and everyone raised his hand. There was no show of hands when asked for those in opposition. Mr. Burke made a motion to take the petition under advisement. Mr. Keirstead amended the motion to vote on the petition at the next regular Plar~g Board meeting on Monday, December 6th. Mr. Monteiro Seconded the motion and the vote was unanimous. Mr. Keirstead then made a motion that the hearing be adjourned. Mr. Burke seconded the motion and the vote was unanimous. The Board members then returned to the Town Building meeting room. (8:00 P.M.) November 29, 1971 - cont. Mr. Chepulis arrived and the Board discussed several matters that they would like to have placed on the agenda for the next regular meeting to be held on Monday, December6th; as follows: Mr. Monteiro suggested that the Pl&rm~ing Board take a stand on recommending that the Building Inspector either be made full-time or recommend a pay increase of $1,000 as part-time. He suggested sending a letter to the Advisory Board and to the Selectmen. Land/Vest, Inc. should be placed on Monday's agenda. The Board will vote on this evening's hearing at Monday's meeting. Mr. Monteiro would like a letter of thank sent to Senator Rurak for Supplying legislative data to our Board relative to Planning Boards and Assessors. ~. Keirstead suggested that discussion be held on Monday evening relative to the ditch on the "Whittier Farm" subdivision. A tentative date has been set for Tuesday~ December 1Ath~ to hold a joint meeting of the Planning Board, P.A.C. and John Brown. Henry Fink appeared before the Board to explain that he is asking for a variance from the Board of Appeals to allow him to live on the second floor of a new building he is to construct on Rte, ll4 to conduct his concrete business. He showed the Board his plans and explained that it was necessary for him to live on the premises. He asked for the Board's consideration in the matter. The meeting adjourned at 9:00 P.M. (Charles W.
